Pet import to Vietnam

Bringing Pets to Vietnam: 2026 Complete Guide

Bringing a pet into Vietnam does not involve much paperwork. In practice, though, it is harder than it looks: facilities, staffing and clear written rules are all in short supply.

Step zero

Traveling With You vs. Cargo

How your pet flies decides who files, where it clears and whether you can do it yourself.

Traveling With You

In-cabin or checked baggage: owners can handle it themselves.

  • Named on Form 3:The owner, or an agent filing on the owner’s behalf.
  • Paperwork:Form 3 plus your documents and ticket.
  • Clearance:Quarantine counter at arrivals, about 1–3 hours.
  • DIY:Possible, but worth weighing up.
  • 1–2 pets:No Form 19; no isolation if the paperwork passes.

Unaccompanied Cargo

Cargo clearance has to go through an agent, even for a single pet.

  • Named as consignee:Usually the agent, unless the export country requires the owner.
  • Paperwork:Form 3, air waybill and a customs declaration.
  • Clearance:At the cargo terminal, typically 2–6 hours.
  • Agent:Required. Owners cannot file the customs declaration.
  • 3+ pets:Form 19 first; isolation may apply.

Vietnam Pet Import Requirements

What your pet needs before it flies, and the forms Vietnam uses on arrival under Circular 01/2026/TT-BNNMT.

1
Before your pet flies

Microchip

An ISO 11784/11785 compliant 15-digit microchip is required. The officer scans it on arrival, and the number must match every document.

Rabies Vaccination

Required for dogs and cats over 3 months old. Vaccinate at least 30 days before your flight, and the shot must be no more than 12 months old on the day you enter Vietnam.

Health Certificate

Issued or endorsed by the export country’s government vet, confirming your pet is healthy and vaccinated for rabies. The export country sets its timing, not Vietnam.

2
Vietnam’s forms, in order
19
Mẫu 19

Form 19 (Mẫu 19) 3+ pets only

An advance approval from Cục Chăn nuôi và Thú y, needed only when importing 3 or more animals and granted before Form 3 is filed. Personal imports of 1–2 pets skip it.

3
Mẫu 3

Form 3 (Mẫu 3) ~48 h before landing

The quarantine declaration filed at your arrival airport. It is not an import permit: it asks the officer to inspect your pet. Filing about 48 hours before landing is safest, so any error can still be fixed.

15a
Mẫu 15a

Form 15a (Mẫu 15a) Clears your pet

The Import Animal Quarantine Certificate, issued only after the officer checks your documents, scans the microchip and examines your pet. This is what clears your pet, and it is valid for 60 days.

Process

The 4-Step Import Process

Form 3 is the last step, not the first: your pet clears Vietnam only after the export country and the airline are sorted.

Export country
Airline
Vietnam
01

Export Requirements

Microchip, rabies vaccine and an export health certificate, plus a permit where required. Each country sets its own rules.

02

Airline & Flight Mode

Book your pet’s flight as in-cabin, checked baggage or cargo. Some countries decide for you: Australia ships pets as cargo only.

03

Form 3 Declaration

File Form 3 with airport quarantine, ideally 48 hours before landing. Cargo goes through an agent; 3+ pets need Form 19 first.

04

Inspection & Form 15a

The officer checks documents, scans the chip and examines your pet, then issues Form 15a. Pay the fee and tax, then clear customs.

Why delays can still happen

Even with correct paperwork, Vietnam’s import rules sit across several overlapping regulations, so delays can happen when nothing is wrong on your end.

Before you land

Confirm your arrival airport and flight time with the quarantine office in advance, or work with a partner who already coordinates with them.

FAQ

FAQs About Pet Import to Vietnam

Clear answers to the questions pet owners ask most before bringing a dog or cat into Vietnam.

Is filing Form 3 enough to bring my pet into Vietnam?+
No. Form 3 is a declaration asking the quarantine station to inspect your pet. It is not an import permit, and Vietnam issues no import permit in advance for 1–2 pets. Your pet clears only when the officer issues Form 15a after checking the documents, scanning the microchip and examining the animal. If something does not pass, the officer decides case by case, and the outcome can include re-export, quarantine or, for an animal with a dangerous infectious disease, destruction.
Can I handle the Vietnam import myself?+
Yes, if your pet travels with you in the cabin or as checked baggage: you can file Form 3 and attend the inspection in your own name. Cargo is different. An unaccompanied pet needs an electronic customs declaration that only a company or licensed agent can file, so cargo imports have to go through an agent, who is usually named as the consignee to spare you hours of paperwork at the cargo terminal.
How long does the import process take?+
About 2–4 weeks if your pet’s rabies vaccine is already valid, mostly for the export health certificate and the flight booking. If your pet needs a new or booster rabies shot, plan for at least 30 days plus that paperwork. Once your pet lands, airport clearance typically takes 1–3 hours.
Does my pet need a rabies titer test to enter Vietnam?+
No. Vietnam does not require a Rabies Neutralizing Antibody Titer Test (RNATT). This is one of the key advantages of importing to Vietnam compared to the US, Australia, or Japan.
Does my pet need a microchip to enter Vietnam?+
Yes. A microchip is required. The quarantine officer scans it on arrival and checks it against your health certificate and vaccination record, so every digit has to match. Use an ISO 11784/11785 compliant 15-digit chip, implanted before the rabies vaccination.
Can I use my pet’s 3-year rabies vaccine to enter Vietnam?+
Only if it was given within the last 12 months. This trips up a lot of owners from the US, Canada, and Europe, where 3-year rabies vaccines are standard — Vietnam does not recognize the 3-year validity, regardless of what the vaccine label says. If your pet’s last shot was administered more than 12 months ago, you’ll need a booster at least 30 days before travel.
Will my pet be quarantined upon arrival?+
Not for personal imports (1–2 pets). Vietnam performs a document verification and clinical health check at the port of entry, and your pet is released the same day if everything is in order. Commercial shipments of 3 or more pets may require facility quarantine, depending on the case.
Are any dog or cat breeds banned from import into Vietnam?+
Vietnam does not enforce a national breed ban for pet import — but airlines do. Most carriers embargo snub-nosed (brachycephalic) breeds such as Bulldogs, Pugs, and Persian cats in cargo for safety reasons, and some restrict breeds classed as dangerous. Review our full guide to banned and restricted breeds for Vietnam before booking your flight.
