Key Facts Before Shipping a Pet to Malaysia

DVS and MAQIS jointly enforce Malaysia’s biosecurity rules. Understanding these 3 points first will save you weeks of planning time.

01

RNATT is optional

DVS does not require Rabies Titer Test for import cat and dog

02

Available shipping method

Pet can travel in-cabin, as checked baggage or manifest cargo

03

Quarantine time

Minimum quarantine 7 days at KLAQS is must but can extend to 6 months depend on pet status

Malaysia Government Import Framework

Vietnam is classified as a Non-Scheduled Country, so all pets must complete the standard DVS/MAQIS compliance framework below before departure.

Microchip & vaccinations

Use a 15-digit ISO 11784/11785 microchip, implanted before any vaccination is registered. Pets must be at least 3 months old at import, with a valid rabies vaccination administered prior to export.

Rabies Titer Test (RNATT) — Optional

Not strictly mandated by DVS for Peninsular Malaysia. If you choose to submit one for extra assurance, results (≥ 0.5 IU/ml) strengthen your document profile but add 8-12 weeks to your timeline.

DVS/MAQIS Import Permit

Mandatory before departure, issued within 1-2 business days once documents are complete, and valid for approximately 60 days.

KLAQS Quarantine Booking

A minimum 7-day stay at the Kuala Lumpur Animal Quarantine Station is mandatory. Space is limited — book as early as possible, since a full slot can push your flight back by weeks. See the Malaysia Pet Quarantine KLAQS Guide.

Parasite treatments & health certificate

Internal and external parasite treatments plus a final clinical exam must occur within 7 days prior to flight. The Vietnam Department of Animal Health then issues the official export Health Certificate.

Checked Baggage or Manifest Cargo

Pets under ~32 kg (with crate) can fly as Checked Baggage on the owner’s own flight. Larger or unaccompanied pets travel as Manifest Cargo via MASkargo. Neither method allows in-cabin travel.

Step by step

Roadmap for Pet Relocation to Kuala Lumpur

If your pet already has valid core vaccinations, this process can realistically be completed in 4-6 weeks.

01
Microchip & vaccinations

Implant a 15-digit ISO chip before the rabies vaccine. Complete core vaccinations (DHPPi for dogs, FVRCP for cats).

02
Import Permit & KLAQS booking

Apply for the DVS/MAQIS Import Permit and reserve your KLAQS quarantine slot in parallel — book early, as slots fill up during peak seasons.

03
Rabies titer test
Optional

Not required for Peninsular Malaysia, but adds 8-12 weeks if chosen for extra document assurance.

04
Book your airline

Choose Checked Baggage or Manifest Cargo based on your pet’s size.

05
Parasite treatment & health cert

Within 7 days of departure, complete the final clinical exam, parasite treatments, and obtain the official Export Health Certificate from Vietnam’s Department of Animal Health.

06
Landing & KLAQS transfer

Land at KLIA, clear MAQIS customs, and transfer to KLAQS for the mandatory quarantine stay. Our local agent coordinates the ground transition and delivery after release.

Airlines Flying Pets from Vietnam to Malaysia

Vietnam Airlines and Malaysia Airlines both fly direct from SGN and HAN to KUL — a major advantage over destinations that require transit.

Restricted and Banned Dog Breeds

Banned Breeds (Absolute Ban)

DVS strictly prohibits Pit Bull Terriers (and related Staffordshire types), American Bulldog, Akita, Dogo Argentino, Fila Brasileiro, Japanese Tosa, and Neapolitan Mastiff. No permit will be issued for these breeds.

Restricted Breeds (Conditional Approval)

German Shepherd, Rottweiler, Doberman Pinscher, Bull Mastiff, and Bull Terrier require written pre-approval from the Director General of DVS, plus a premises inspection and public muzzling commitment.

Sushi the Calico Cat — Checked Baggage

A cabin bag that proved too small forced a last-minute switch to checked baggage, plus a quarantine mix-up between Malaysia’s state and private facilities.

Baby the White Cat — In-Cabin

A six-year-old cat flew in the cabin on Vietnam Airlines VN679. A collar-mounted microchip was caught and fixed two days before departure, followed by 11 days in a private quarantine facility in Sepang.

Three Shipping Methods for a Short Route

Malaysia is a short flight from Vietnam, so in-cabin travel is available to more pets than on longer routes.

Poodle in a soft-sided travel bag at the airport

In-Cabin (PETC)

Travels in the cabin with the owner, in a soft-sided carrier under the seat.

Pet owner checking in a dog crate at the airline counter

Checked Baggage (AVIH)

Flies on the same flight as the owner, in the temperature-controlled hold.

Pet crate on a pallet in the airport cargo warehouse

Manifest Cargo

Does not fly with the owner, with fewer limits on weight and size.

Welfare Standards That Apply

Applied to every pet flying the Malaysia route.

Age and Cabin Limits Vary by Carrier

Eight weeks and fully weaned is the floor for carriage, and some airlines set it higher. Cabin allowances count pet and crate together. Pregnant animals are not accepted.

Sedation Is Not Used

IATA and IPATA both advise against sedation, and a pet known to be sedated can be refused at the counter. Crate conditioning on a six-week schedule does that work instead.

Malaysia Pet Import FAQs 2026

Is a rabies titer test (RNATT) mandatory for Malaysia?+
No. Unlike several other destinations, DVS does not strictly mandate an RNATT test for pets entering Peninsular Malaysia from Vietnam. Submitting one is optional and can strengthen your document profile, but many relocations are completed without it. See our Malaysia Pet Import Regulations guide for the full compliance framework.
Can my pet travel in the cabin with me to Malaysia?+
Yes, on Vietnam Airlines only. Pet and bag together must weigh 6 kg or less. Malaysia Airlines carries pets only in the hold. Pets under ~32 kg (with crate) can travel as Checked Baggage on the same flight as their owner, while larger or unaccompanied pets travel as Manifest Cargo.
How long is quarantine at KLAQS?+
The mandatory minimum is 7 days at the Kuala Lumpur Animal Quarantine Station. If there is a mismatch between your pet’s documents and its clinical condition, this can be extended up to 6 months at the owner’s expense. See our Malaysia Pet Quarantine KLAQS Guide above.
What does relocating a pet to Malaysia typically cost?+
Costs vary by pet size and shipping method, from roughly $700 for a small cat via Checked Baggage to $3,000+ for a large dog via Manifest Cargo. For a full itemised breakdown, see Pet Relocation Cost to Malaysia 2026.
How far in advance should I start planning?+
If your pet already has valid core vaccinations, the process can realistically be completed in 4-6 weeks. We recommend starting 6-8 weeks ahead to leave a safety margin for KLAQS quarantine slot availability, which can fill up during peak seasons.
Can you also bring a pet from Malaysia to Vietnam?+
Yes. To leave Malaysia, a dog or cat needs a Malaysian Pet Passport, an export permit from MAQIS and a health certificate from the state DVS office. See our guide to bringing pets from Malaysia to Vietnam.
