Pet Shipping from Vietnam to Laos 2026 Complete Guide

Laos skips quarantine if your paperwork is complete, and the import permit clears in about five working days — but only once it’s filed in person at DLF’s office in Vientiane, not through the online channel the law technically allows.

Key Facts Before Shipping a Pet to Laos

Four things that make Laos’s process different from a typical destination.

01

No Quarantine

Pets clear at Wattay the same day if documents are complete — no mandatory holding period

02

5-Day Permit

DLF approves a complete Form IET1 application within five working days of filing

03

Fly or Drive

Vietnam Airlines flies direct from Hanoi to Vientiane, or cross by land where both sides have animal inspection

04

No RNATT Needed

Laos does not require a rabies titer test from any origin country to enter

Core Requirements for Dogs and Cats from Vietnam

Six requirements that decide whether a Laos-bound flight or crossing can go ahead.

Microchip & Minimum Age

Every dog and cat needs an ISO 11784/11785 microchip on record before any vaccine or test — the number must appear on every later document, from the vaccination record to the import permit application.

Rabies Vaccine

Required more than 30 days and less than 12 months before entry, recorded on a certificate or vaccination booklet signed by the administering veterinarian. A titer test is not a substitute for the vaccine itself.

Core Vaccines

Dogs need distemper, hepatitis, parvovirus, leptospirosis and parainfluenza; cats need feline viral rhinotracheitis, calicivirus and panleukopenia — standard annual boosters most Vietnamese clinics already administer.

Health Certificate

Issued in Vietnam by a government animal quarantine station (Form 13a), usually in the last days before departure. A certificate from a private clinic alone is not accepted.

Parasite Treatment

Optional under Lao rules, and if given it must be within 30 days of import. Daisy Pet treats every dog and cat for internal and external parasites before departure.

Import Permit (Form IET1)

Filed with the Department of Livestock and Fisheries under the Ministry of Agriculture and Environment. DLF approves a complete application in 5 working days — but only once it’s filed in person at their Vientiane office. The permit is valid for 15 days after issuance.

The Permit: What the Law Allows vs. What Actually Works

The single biggest scheduling risk in a Laos move isn’t a long waiting period — it’s the filing channel.

What the Regulation Allows

  • Decision 0795/MAF technically lets owners submit Form IET1 online, and doesn’t set a fixed advance-notice window for imports — the often-cited “15 days before travel” rule actually governs exports and transit shipments leaving Laos.

What Actually Gets a Permit Issued

  • In practice, applications filed through DLF’s online channel routinely go unanswered — no confirmation, no rejection, just silence. Filing Form IET1 in person at DLF’s office in Vientiane is what starts the 5-working-day clock.
Step by step

Preparation Timeline: Two to Eight Weeks

The permit itself is not the bottleneck — the rabies vaccine’s 30-day floor is what actually sets the pace.

01

Microchip Verification

Confirm an ISO 11784/11785 microchip is on record before any vaccine — every later document ties back to this number.

02

Rabies Vaccine

Administer at least 30 days before entry. This is the one hard floor in the whole timeline — it cannot be compressed.

03

Flight Booked

Book the flight before applying. The Lao permit names the flight number, the travel date and the port of entry.

04

Import Permit Filed In Person

Submit Form IET1 at DLF’s office in Vientiane — not online. This in-person filing starts the 5-working-day clock. The permit is valid for 15 days, so file one to two weeks before departure.

05

Parasite Treatment

Treat for internal and external parasites within 30 days of import. Laos does not require it; Daisy Pet does it for every pet.

06

Health Certificate

Issued by the government animal quarantine station in the last days before departure. Mina’s was issued the day before her flight.

07

Travel Day

At Wattay or the land checkpoint, a Lao veterinary inspector verifies documents and examines your pet before releasing it to you.

Flying to Laos

One carrier with published pet rules, and one to confirm first.

Vietnam Airlines

Vietnam Airlines flies direct from Hanoi to Vientiane. From Ho Chi Minh City the route connects on the way; Mina flew it in the cabin on VN920. In-cabin, checked baggage and manifest cargo are all possible, depending on size.

Lao Airlines: No Published Pet Policy

The national carrier’s website publishes no rules for pets in the cabin, as checked baggage or as cargo. Confirm with the airline in writing before booking a pet on Lao Airlines.

The Land Border Option

Almost absent from international pet relocation guides — but legal, and often practical.

Four Border Crossings

Nậm Cắn, Cha Lo, Lao Bảo and Bờ Y have an animal quarantine station on the Vietnamese side and an animal checkpoint on the Lao side.

No Paperwork Shortcut

Crossing by road does not simplify anything — the same DLF import permit, filed in person in Vientiane, applies equally to road and air.

Why Owners Choose It

Breeds Vietnam Airlines refuses, such as Bulldogs, Pugs and Persian cats, dogs over 32 kg with their crate, and homes in central or southern Laos far from Vientiane.

Three Shipping Methods for a Short Route

Laos is a short flight from Vietnam, so in-cabin travel is available to more pets than on longer routes.

Poodle in a soft-sided travel bag at the airport

In-Cabin (PETC)

Travels in the cabin with the owner, in a soft-sided carrier under the seat.

Pet owner checking in a dog crate at the airline counter

Checked Baggage (AVIH)

Flies on the same flight as the owner, in the temperature-controlled hold.

Pet crate on a pallet in the airport cargo warehouse

Manifest Cargo

Does not fly with the owner, with fewer limits on weight and size.

Welfare Standards That Apply

Applied to every pet flying the Laos route.

Age and Cabin Limits Vary by Carrier

Eight weeks and fully weaned is the floor for carriage, and some airlines set it higher. Cabin allowances count pet and crate together. Pregnant animals are not accepted.

Sedation Is Not Used

IATA and IPATA both advise against sedation, and a pet known to be sedated can be refused at the counter. Crate conditioning on a six-week schedule does that work instead.

How Daisy Pet Supports Your Laos Move

Pet owners work with a single point of contact while we coordinate every stage — from the DLF permit filing to clearance at the border.

Owner Services

  • Travel Planning: Route selection between Vietnam Airlines flights and land border crossings, based on your pet’s size and breed
  • Documentation: Form IET1 filed in person at DLF’s Vientiane office — not the online channel that routinely goes unanswered
  • Procedures: Coordination with our Vientiane-based partner for permit collection and checkpoint clearance

Pet Services

  • Essential kit: ISO microchip and IATA-compliant travel crate sized correctly for the pet
  • Veterinary coordination: Rabies vaccination, core vaccines, and parasite treatment scheduled to Lao timing requirements
  • Health documentation: Government-endorsed health certificate timed to stay valid through arrival in Vientiane

Pricing Transparency

Laos is quoted case by case, by species, weight and travel method, with every line itemized. Two fees are fixed: Vietnam Airlines charges USD 300 for a cabin pet on Laos routes, or USD 100–250 as checked baggage depending on weight (excluding VAT), and DLF charges 50,000 kip for the import permit. Routes with the same entry rules (no titer test, no quarantine), such as Thailand and the Philippines, run about $600–$900 for a cat flying with its owner, before the airline fee.

What is Included

  • Flight Booking: Cabin or checked-baggage booking on your flight, or a manifest cargo booking with its air waybill
  • Export Documents: Health certificate, microchip, and vaccination coordination in Vietnam
  • Origin Customs: Vietnam-side customs declaration and warehouse fees for manifest cargo
  • Permit Filing: DLF import permit application, filed in person in Vientiane

What is NOT Included

  • Travel Crate: IATA-compliant crate, quoted separately based on breed and size
  • Airline Pet Fee: Paid to the airline at check-in when your pet flies in the cabin or as checked baggage
  • Border Veterinary Fee: Paid directly at Wattay Airport or the land checkpoint
  • Ground Transport: Onward transport from the Laos arrival point to final address

FAQs — Pet Shipping from Vietnam to Laos

Are any dog breeds banned in Laos?+
No. Laos does not publish a list of banned or restricted dog breeds. Importers are responsible for their pet’s behavior after entry — a notable contrast with Singapore, Hong Kong, and some EU countries.
Does Laos treat cats differently from dogs?+
Not administratively. The same permit, health certificate, and microchip requirements apply to both — the only real difference is the core vaccine list (rabies plus distemper, parvovirus and leptospirosis for dogs; rhinotracheitis, calicivirus and panleukopenia for cats).
What happens if my pet’s paperwork is incomplete on arrival?+
Lao authorities have three options: quarantine the animal if facilities are available, return it to the country of origin, or euthanize it. All costs are the importer’s responsibility — there is no gray area on compliance.
Can my pet travel to Laos a few days after its rabies vaccine?+
No. The rabies vaccine must be at least 30 days old on the day of entry, and no more than 12 months old.
How long does the whole Vietnam-to-Laos process take?+
About two weeks if the rabies vaccine is already valid, and five to six weeks if it still has to be given. DLF approves the permit in 5 working days, and the permit is valid for 15 days after issuance.
Do I need a different permit if I’m only transiting through Laos?+
Yes. Transit is handled separately from import: you submit a transit application to DLF at least 15 days before entry and carry a Transit Declaration confirming your pet had no contact with rabies-carrying animals.
