Key Facts Before Shipping a Pet to France

Four things that shape how a pet reaches France from Vietnam.

01

Titer Test Needed

Vietnam is not exempt, so a rabies antibody blood test is mandatory

02

New Certificate

Certificates must use the current EU model (Regulation 2026/705)

03

No Import Permit

No advance permit is issued, and compliant pets skip quarantine

04

4-5 Month Prep

Set by a fixed 90-day wait between the blood draw and the certificate

Requirements

Core Requirements for Dogs and Cats from Vietnam

Six requirements every pet must clear before a France-bound flight is booked.

01

Microchip & Minimum Age

An ISO 11784/11785 microchip must go in before the rabies vaccine. Vaccination needs a pet of at least 12 weeks, France refuses any animal under 16 weeks, and a dog must have at least one adult tooth.

02

Rabies Vaccine & 21-Day Wait

The vaccine must be given after the microchip and counts as valid 21 days after the primary course. A lapse turns the next dose into a new primary vaccination and repeats the titer test.

03

Rabies Titer Test (Unlisted Country)

Blood is drawn at least 30 days after vaccination, must show 0.5 IU/ml or higher, and is tested by an EU-designated laboratory. There is none in Vietnam, so the sample is shipped abroad, commonly to Bangkok.

04

Health Certificate (10-Day Window)

Issued by an official vet at least 90 days after the blood draw, on the current EU model (Regulation 2026/705), in French and English. It is valid for 10 days until the customs check in France.

05

Declaration & 5-Day Rule

The owner declares the move is non-commercial. If someone else accompanies the pet, they must travel within 5 days of the owner, and the owner authorises them in writing.

06

Dog Categories Apply

France bans Category 1 dogs from entry and transit, and Category 2 dogs, including Rottweilers, arrive under strict conditions. Cats face no breed ban, apart from Bengal and Savannah pedigree rules.

Entry process

How Entry Into France Actually Works

Two mechanics that surprise owners who expect a permit or a quarantine.

No Advance Permit

France issues no import permit before travel, and there is no appointment to make. The owner presents the pet and its documents to customs on arrival.

Customs Checks Pets

Customs, not a veterinary border post, checks the documents and microchip before the pet leaves the international zone, then endorses the certificate.

Timeline

Preparation Timeline: About 4-5 Months

The 90-day wait between the blood draw and the certificate is fixed — no amount of urgency shortens it.

01

Day 1: Microchip & Vaccine

Microchip implanted, then the rabies vaccine at the same visit or later, at 12 weeks or older. This date anchors every deadline that follows.

02

Day 31: Titer Blood Draw

Earliest day for the blood sample, 30 full days after the vaccine. Sampling earlier means starting the wait again.

03

After Day 31: Lab Result

The sample ships abroad because there is no EU-designated lab in Vietnam. A result of 0.5 IU/ml or higher clears the way to the 90-day count.

04

Day 121: Certificate Issued

The health certificate can be issued no earlier than 90 days after the blood draw, on the new EU model, in French and English.

05

Day 121+: Flight Window

The pet travels within the certificate’s 10-day validity, with the owner on the same flight or within five days, under a written authorisation.

06

Arrival: Customs Check

Customs checks the documents and microchip before the pet leaves the international zone, then endorses the certificate.

Entry points

Where a Pet Is Allowed to Land

Every border crossing point open to international passengers can receive a pet — no short pet-only list applies.

70+ Entry Airports

France treats every international passenger border point as an entry point for pets, and the list covers more than 70 airports, from Paris to Marseille.

Paris CDG Nonstop

Vietnam Airlines and Air France fly nonstop between Vietnam and Paris Charles de Gaulle, where customs checks the pet before it leaves the international zone.

Breed rules

Two Categories — Which One Applies to Your Dog

France classifies dogs by type and papers, not by breed name.

Category 1: Banned

  • Pit-bull, Mastiff and Tosa types without a recognised pedigree can’t enter France or transit through it. There is no permit or exemption.

Category 2: Conditions

  • Rottweilers and pedigreed American Staffordshire Terriers and Tosas may enter, then need a permit, training and insurance in France.
How your pet flies

Three Ways to Fly a Pet to France

Nonstop flights make cabin and hold travel possible — weight and breed decide which one is open.

Poodle in a soft-sided travel bag at the airport

In the Cabin

Vietnam Airlines takes up to 6 kg with the carrier and Air France under 8 kg. Pet and carrier are weighed together.

Pet owner checking in a dog crate at the airline counter

In the Hold

Checked baggage on the owner’s flight: up to 32 kg with the crate on Vietnam Airlines, up to 75 kg on Air France.

Pet crate on a pallet in the airport cargo warehouse

As Cargo

A separate booking for heavier pets, breeds the passenger airlines refuse, or pets flying apart from the owner.

Moving permanently

Moving to France Permanently? Two Clocks, Not One

A visa decision can’t be planned to the day. A pet’s waits are fixed — plan both together.

Two Clocks, One Move

Start the microchip and vaccine when the decision to move is made, and issue the certificate only once the visa and flight are confirmed.

8-Day Registration

A pet staying more than three months is registered in the national database through a vet visit within eight days of arrival.

Return trip

Going Home Again? France to Vietnam and Back

The trip out is simple. The return is where the titer test decides the timeline.

Vietnam Asks No Titer

Vietnam needs an official health certificate and a rabies vaccine given 30 days to 12 months before departure, but no titer test.

Return Needs a Titer

Without a titer test done in France before leaving, the pet returns as a first-time import and waits at least 90 days after the blood draw.

FAQ

FAQs — Pet Shipping from Vietnam to France

Will my pet be quarantined on arrival?+
Not automatically. France has no fixed quarantine for pets with a complete, matching file. Officers can order a pet returned, quarantined or, in serious cases, euthanised at the owner’s expense when the conditions aren’t met, such as a missing titer test or an expired vaccination.
Can someone other than me bring my pet to France?+
Yes. The person must be authorised in writing by the owner and travel within five days of the owner, before or after. The authorised person can be a member of the carrier’s staff, and the owner’s name stays on the certificate.
How old does my pet need to be?+
The rabies vaccine can’t be given before 12 weeks, an animal under 16 weeks is refused entry even if vaccinated, and a dog must have at least one adult tooth. With the titer test and the 90-day wait, the youngest realistic arrival is around seven months old.
Do the requirements differ for cats?+
Mostly not. Cats need the same microchip, vaccination, titer test and certificate as dogs. The one breed rule concerns Bengal and Savannah cats, which need a recognised pedigree or a separate import permit.
Can my pet pass through Paris on the way to another country?+
Only if it stays inside the airport’s international transit area. A pet that leaves it, even accidentally, must comply with EU entry requirements, and Category 1 dogs can’t transit France at all.
Do I pay import duties or VAT on my pet?+
A household transferring its normal residence from a non-EU country can bring personal property, including household pets, in free of duties and taxes using form cerfa 10070. The owner must have lived outside the EU for at least 12 months.
