Singapore enforces some of the world’s most rigorous pet import rules. These four pillars define every successful relocation from Vietnam.
Minimum 30 days
15-digit ISO-compliant
Required ≥ 0.5 IU/mL
4 to 5 months
If you are planning the relocation yourself, please ensure the following critical conditions are strictly met as per the latest AVS Schedule III regulations:
Unlike many countries, Singapore strictly requires both Rabies and Core Vaccinations (Distemper, Hepatitis, Parvovirus for dogs; FVR, FCV, FPV for cats). The 15-digit ISO microchip must be implanted before any vaccinations are given.
A blood sample must be drawn at least 30 days post-vaccination and tested at a WOAH-approved lab. Blood must be drawn at least 90 days, but within 12 months, before the date of export.
Importing pets into Singapore requires a unique two-step process: First, obtaining a Pet Licence via the PALS system — see our PALS Licence Registration Guide. Second, securing the Import Licence via the GoBusiness portal at least 30 days before arrival.
Singapore enforces a strict ban on certain dog breeds, including Pit Bulls, Akitas, Tosas, Dogo Argentinos, Fila Brasileiros, and their crosses — see the full Banned & Restricted Dog Breeds guide. Specified Dog breeds face additional licensing, banker’s guarantee and muzzle requirements under Singapore law.
All pets from Vietnam must undergo a strict, mandatory minimum 30-day quarantine at the Animal Quarantine Centre (AQC). Regardless of breed or vaccination status. Slots are limited and must be reserved months ahead
A 9% Goods and Services Tax (GST) is levied on the declared value of imported pets. You must secure a Customs In-Payment permit before your pet lands at Changi Airport.
A flawless relocation is built on precision. Here is how we chart the course to navigate the step-by-step AVS timeline for Singapore.
Ensure a 15-digit ISO microchip is implanted, followed by the mandatory Rabies AND Core vaccines
At least 30 days post-vaccination, blood is drawn and legally exported to a WOAH-approved lab to secure the required ≥ 0.5 IU/mL titer result.
Secure the required PALS Pet Licence and book a slot at the high-demand Animal Quarantine Centre (AQC) via qms.avs.gov.sg as early as possible — current wait: dogs from Aug 2026, cats from Nov 2026
We apply for the GoBusiness Import Licence at least 30 days before arrival and arrange the mandatory GST Customs Permit.
Within 2 to 7 days before the flight, complete the clinical exam, coordinate parasite treatments, and finalise the Government Health Certificate.
Your pet lands at Changi Airport (Monday–Friday only), undergoes border inspection at CAPQ, then transfers to the AQC for the mandatory 30-day quarantine. See Airlines for Pet To Singapore for approved flight options.
Understanding it in advance removes the biggest source of stress in the entire relocation process.

Singapore is a short flight from Vietnam, so in-cabin travel is available to more pets than on longer routes.

Travels in the cabin with the owner, in a soft-sided carrier under the seat.

Flies on the same flight as the owner, in the temperature-controlled hold.

Does not fly with the owner, with fewer limits on weight and size.
Applied to every pet flying the Singapore route.
Eight weeks and fully weaned is the floor for carriage, and some airlines set it higher. Cabin allowances count pet and crate together. Pregnant animals are not accepted.
IATA and IPATA both advise against sedation, and a pet known to be sedated can be refused at the counter. Crate conditioning on a six-week schedule does that work instead.
