Pet Shipping from Vietnam to Taiwan 2026 Expert Guide

Taiwan does not list Vietnam as rabies-free, so a dog or cat from Vietnam needs a microchip, a rabies vaccination, a blood test and an import permit from APHIA. With the blood test taken at least 180 days before arrival, the pet can skip the seven-day quarantine and go straight home.

Key Facts Before Shipping a Pet to Taiwan

Three points decide how long the move takes and whether your pet goes straight home.

01

Infected Status

Taiwan does not list Vietnam as rabies-free, so every pet from Vietnam needs a rabies blood test and an import permit.

02

Exemption Pathway

Quarantine is waived only if the blood test is 180 days to 1 year old on arrival and APHIA receives the result in the required way.

03

Matching Documents

APHIA checks the microchip number and dates on every document. A mismatch means longer quarantine or, in the worst case, return to Vietnam.

APHIA Regulatory Framework

The six requirements every pet from Vietnam must meet before entering Taiwan.

01

Microchip

A 15-digit ISO microchip must be implanted before or at the same time as the rabies vaccine — any vaccine given first is invalid.

02

Rabies Vaccination

Given at 90 days old or later, at least 30 days and no more than 1 year before arrival. An inactivated vaccine, or one licensed in Taiwan.

03

Rabies Titer Test (RNATT)

Blood is tested by a laboratory recognized by APHIA and must reach at least 0.5 IU/ml. Daisy takes the sample at least 30 days after vaccination.

04

Waiting Period (180 Days)

A blood test at least 180 days old on arrival qualifies for the quarantine waiver; less time means quarantine, never refused entry.

05

Import Permit

Filed online for free: 120 days ahead, or 20 days ahead if the laboratory emails the result to APHIA. The Import Permit names one airport and reserves quarantine space if needed.

06

Export Health Certificate

Vietnam’s regional animal health office issues Form 13a with Taiwan’s Form 002, usually 3 to 7 days before the flight. Every detail must match the Import Permit.

Step by step

APHIA 2026: The 6-Phase Roadmap

Standard expert protocol to qualify for 100% Quarantine Waiver when entering Taiwan.

01

Microchip & Rabies Vaccination

Implant a 15-digit ISO chip before or on the day of the rabies vaccination.

02

Blood Testing (RNATT)

Draw blood at least 30 days post-vaccination. Send the sample to an APHIA-approved laboratory for titration analysis.

03

Import Permit Application

File the Import Permit application — 120 days ahead, or 20 days ahead if the laboratory emails the result to APHIA. If your pet doesn’t qualify for the waiver, post-entry quarantine is reserved automatically as part of the approved permit.

04

Export Health Certificate

The regional animal health office examines the pet and issues Form 13a with Taiwan’s Form 002, usually 3 to 7 days before the flight.

05

Flight & Notice to APHIA

Tell APHIA’s branch at your arrival airport the date and flight number at least 7 days before the pet leaves Vietnam.

06

Arrival in Taiwan

APHIA checks the microchip and the original documents, and you pay NT$100 in cash. A pet that meets the waiver goes home; otherwise it spends seven days at the Guanyin station.

The Reality Check: Practical Hurdles

Four practical points that delay moves from Vietnam to Taiwan.

1

Getting the Waiver Timing Right

The two conditions for a quarantine waiver — the 180-day RNATT window and the Import Permit filing lead time — must both be met. Missing either one doesn’t cancel your trip, but it does mean 7 days of standard quarantine instead of going straight home, so planning the RNATT blood draw date early is critical.

2

Snub-Nosed Breeds

EVA Air refuses snub-nosed breeds all year on flights to and from Southeast Asia. Other airlines limit them in hot months, so confirm the breed with the airline before paying for vet work.

3

Matching Every Document

APHIA compares the microchip number, dates and pet details on every document. A mismatch found during review means corrections and delay; one found on arrival means longer quarantine.

4

A Contact in Taiwan

The permit form needs a Taiwan phone number and the Taiwan address where the pet will live. Arrange an importer in Taiwan early, or someone you can authorize to apply.

Three Shipping Methods for a Short Route

Vietnam Airlines takes small pets in the cabin. EVA Air and China Airlines carry pets as checked baggage only.

Poodle in a soft-sided travel bag at the airport

In-Cabin (PETC)

Travels in the cabin with the owner, in a soft-sided carrier under the seat. Vietnam Airlines only, pet and carrier under 6 kg.

Pet owner checking in a dog crate at the airline counter

Checked Baggage (AVIH)

Flies on the same flight as the owner, in the temperature-controlled hold.

Pet crate on a pallet in the airport cargo warehouse

Manifest Cargo

Does not fly with the owner, with fewer limits on weight and size.

Welfare Standards That Apply

Applied to every pet flying the Taiwan route.

Age and Cabin Limits Vary by Carrier

Eight weeks and fully weaned is the floor for carriage, and some airlines set it higher. Cabin allowances count pet and crate together. Pregnant animals are not accepted.

Sedation Is Not Used

IATA and IPATA both advise against sedation, and a pet known to be sedated can be refused at the counter. Crate conditioning on a six-week schedule does that work instead.

Official APHIA 2026 FAQs

Can post-entry quarantine be waived for pets from Vietnam?+
Yes. The rabies blood test must be 180 days to 1 year old on arrival. APHIA must also receive the result in one of two ways: the permit is filed at least 120 days ahead, or the laboratory or Vietnam’s veterinary authority emails the result directly to APHIA, which allows filing 20 days ahead.
What is the timeline between vaccination, blood test and arrival?+
The rabies vaccination is given at 90 days old or later, at least 30 days and no more than 1 year before arrival. Daisy takes the blood sample at least 30 days after the vaccination. To skip quarantine, the pet lands at least 180 days after the blood sample, which is about 211 days after the vaccination.
What happens if my pet arrives before the 180-day mark?+
Between 90 and 180 days after the blood sample, the pet stays seven days at APHIA’s Guanyin station in Taoyuan; the permit reserves the space. Under 90 days, the pet is not refused but stays in quarantine until 97 days after the blood sample.
Can my pet fly in the cabin from Vietnam to Taiwan?+
Only on Vietnam Airlines, and only if the pet and its carrier weigh under 6 kg together. EVA Air and China Airlines carry pets as checked baggage, not in the cabin.
Which dog breeds are banned in Taiwan?+
Taiwan has banned keeping or importing the American Pit Bull Terrier, the American Pit Bull and the American Staffordshire Terrier since 1 March 2022. No other dog breed is named.
Are there special rules for Bengal cats?+
Yes. A Bengal of the fifth generation (F5) or later counts as a domestic cat, and its official pedigree is uploaded with the permit application. Generations F4 and earlier need approval under Taiwan’s Wildlife Conservation Act, given only for research, education and zoos.
My pet’s rabies vaccine is valid for three years. Does Taiwan accept it?+
Taiwan counts every rabies vaccination as valid for one year. The most recent shot must be no more than 1 year old on arrival day, whatever the label says.
Do I need to book a quarantine space before applying for the permit?+
No. Under APHIA’s official guidance, receiving the import permit means the quarantine space has already been reserved. There is no separate booking with the station.
Is there a fee for the Taiwan import permit?+
No. The application is free. On arrival, the importer pays a NT$100 processing fee in cash, plus transport and quarantine fees if quarantine applies.
Can I bring pet food into Taiwan?+
Food containing pork, beef, lamb or poultry is checked at the border. Keep it sealed in its original packaging and declare it; undeclared food can be fined up to NT$1,000,000.
Do I need to register my pet after arriving in Taiwan?+
Yes. Taiwan requires dogs, and since 2025 cats, to be registered with the local authority after arrival.
