Thailand Pet Import Requirements (DLD Compliance)

Thailand is regulated by the Department of Livestock Development (DLD) — all dogs and cats require the same four categories of documents

Microchip + Vaccinations

Your pet must carry a 15-digit ISO 11784/11785 microchip implanted before any vaccine. Rabies needs 30 days before departure if it’s a first dose or lapsed (DLD’s legal minimum is 21; no wait if already valid); dogs also need Distemper, Hepatitis, Parvo and Lepto, cats need Panleukopenia.

DAH Health Certificate (Export)

The Export Animal Health Certificate must be issued by Vietnam’s Sub-Department of Animal Health (SDAH/DAH). It is valid for 10 days from the signing date.

DLD Import Permit

DLD offers two free routes to an Import Permit: email qsap_bkk_import@dld.go.th at least 7 working days before you fly, or apply on arrival at the quarantine counter. Airlines may still require it issued in advance, regardless of what DLD itself allows on arrival.

Approved Entry Airports

Pets may only enter through a DLD Animal Quarantine Station: Suvarnabhumi (BKK), Don Mueang (DMK), Phuket (HKT), Chiang Mai (CNX), Samui (USM), or Krabi (KBV). Land border entry is not permitted.

Step by step

The 6-Week Preparation Roadmap

Thailand’s timeline is the shortest in the region — no RNATT wait, no quarantine booking, just 6 disciplined weeks

01

WEEK 1 — Microchip & Rabies Vaccination

Implant the ISO 11784/11785 microchip first — all health records must reference the chip number. Administer the rabies vaccine immediately after (pet must be 12+ weeks old for a first dose). Day of vaccination = Day 0. Earliest departure = Day 30 (Daisy’s safety buffer; DLD’s legal minimum is 21 days).

02

WEEK 2 — Apply for DLD Import Permit

Email qsap_bkk_import@dld.go.th with your passport copy, pet details (species, breed, age, chip number), planned travel date, and entry airport. DLD’s minimum is 7 working days before departure, with processing typically 3–7 working days — do not delay this step.

03

WEEKS 3–4 — Airline Booking & IATA Crate

Confirm your airline (Vietnam Airlines, Thai Airways, or Bangkok Airways) and reserve an AVIH slot — typically limited to 1–2 pets per flight. Purchase an IATA-compliant crate and begin crate conditioning. Slots fill quickly during peak travel periods.

04

WEEK 4 — Full Veterinary Health Exam

Schedule a comprehensive health examination at a licensed veterinary clinic. The results form the medical basis for the DAH health certificate. Cross-check: chip number consistent across all documents, rabies and core vaccines still within their labeled validity (commonly 12 months for rabies).

05

WEEK 5 — DAH Health Certificate

Contact your local Sub-Department of Animal Health (SDAH) to issue the Export Animal Health Certificate. Valid for 10 days only — request it exactly 8–12 days before departure. Not too early (certificate expires), not too late (insufficient processing time).

06

WEEK 6 — Final Check & Departure

Final document review: rabies and core vaccines cleared (30-day buffer if first dose/lapsed, or already valid), DAH cert ≤10 days met, DLD Permit issued, chip consistent. Arrive at the passenger check-in counter at least 3 hours early — AVIH check-in requires extra document verification time.

Three Shipping Methods for a Short Route

Thailand is a short flight from Vietnam, so in-cabin travel is available to more pets than on longer routes.

Poodle in a soft-sided travel bag at the airport

In-Cabin (PETC)

Travels in the cabin with the owner, in a soft-sided carrier under the seat.

Pet owner checking in a dog crate at the airline counter

Checked Baggage (AVIH)

Flies on the same flight as the owner, in the temperature-controlled hold.

Pet crate on a pallet in the airport cargo warehouse

Manifest Cargo

Does not fly with the owner, with fewer limits on weight and size.

Welfare Standards That Apply

Applied to every pet flying the Thailand route.

Age and Cabin Limits Vary by Carrier

Eight weeks and fully weaned is the floor for carriage, and some airlines set it higher. Cabin allowances count pet and crate together. Pregnant animals are not accepted.

Sedation Is Not Used

IATA and IPATA both advise against sedation, and a pet known to be sedated can be refused at the counter. Crate conditioning on a six-week schedule does that work instead.

How Daisy Pet Supports Your Thailand Relocation

Thailand is one of the most streamlined routes we handle — and we make sure every document deadline is met precisely

Owner Services

  • Travel Planning: AVIH slot reservation with Vietnam Airlines, Thai Airways, or Bangkok Airways — confirmed before any commitment is made
  • Documentation: DLD Import Permit coordination, DAH Export Health Certificate, export customs clearance at SGN/HAN — all timed to your exact flight date
  • Airport Handling: AVIH check-in coordination, document verification support, and real-time updates on your pet’s status through departure

Pet Services

  • Veterinary coordination: Rabies and core vaccine scheduling with 30-day wait tracking, and pre-travel clinical examination within the DAH certificate window
  • Microchip & crate: ISO microchip implantation sequenced before vaccination, IATA-compliant crate sized per IATA formula, crate familiarization guidance
  • DLD clearance support: Document cross-check against DLD Import Permit conditions, entry airport confirmation

Pricing Transparency

Thailand’s no-quarantine arrival and free DLD Import Permit keep total costs low — the main variables are the airline AVIH charge and a small government fee at arrival

What is Included

  • Flight & Logistics: AVIH slot reservation, airline check-in coordination, and AVIH charges with Vietnam Airlines, Thai Airways, or Bangkok Airways
  • Export Documentation: DAH Government Health Certificate, DLD Import Permit coordination (free of charge from DLD), microchip implantation
  • Origin Handling: Airport AVIH check-in at SGN/HAN, export customs declaration, document final review
  • Veterinary Coordination: Rabies and core vaccine scheduling with 30-day wait tracking, clinical exam coordination within the DAH certificate validity window

What is NOT Included

  • Travel Crate: IATA-compliant crate — quoted separately, $20–220 USD depending on pet size
  • DLD Arrival Fee: ~500 THB (~$14 USD) processing fee per pet, charged at the Animal Quarantine Station counter on arrival
  • Bangkok Cargo Fees: Warehouse pickup charges if pet travels as Manifest Cargo — typically 500–1,000 THB at BKK cargo terminal
  • Translation & Notarization: If DLD requests certified translations of Vietnamese documents — occasional for specific cases
  • Ground Transport: Post-arrival transport from Bangkok airport to your destination in Thailand

FAQs — Pet Shipping from Vietnam to Thailand

Can I get Thailand’s DLD Import Permit at the airport instead of applying in advance?+
Officially, yes — DLD allows applying at the Animal Quarantine Station counter on arrival, with your original health certificate, vaccination records, and application form ready. The catch: some airlines, including Vietnam Airlines, won’t board a pet without proof a permit was already issued, regardless of what DLD itself allows — see the Moon relocation case above for what that looks like in practice. Applying by email at least 7 working days ahead is the safer default.
What happens if my pet’s documents are incomplete when we land in Thailand?+
DLD’s stated consequence is a fine or having the pet returned to its country of origin, at the owner’s expense — not an automatic multi-week quarantine. With complete documentation, your pet clears the counter and is released to you the same day, for a 500-baht processing fee.
Can my pet fly in-cabin or as checked baggage to Thailand?+
Yes — unlike routes to Russia or some Middle Eastern destinations, direct AVIH flights are available from both Ho Chi Minh City and Hanoi to Bangkok. Vietnam Airlines, Thai Airways, and Bangkok Airways all accept AVIH (Accompanied Baggage in Hold) for pets under 32 kg combined weight. AirAsia and VietJet do not accept AVIH on international routes.
Are any dog breeds banned from entering Thailand?+
No — Thailand’s DLD does not ban any breed from import. The real constraint is your airline: carriers often restrict brachycephalic (flat-faced) breeds like Bulldogs, Pugs, and Persian cats due to heat and respiratory risk during transport. Always confirm your specific breed is accepted before booking.
Do cats have the same requirements as dogs?+
The same four document categories apply — microchip, core vaccinations, DAH health certificate, DLD Import Permit — but the vaccine list differs: cats need Rabies and Feline Panleukopenia, while dogs also need Distemper, Hepatitis, Parvovirus, and Leptospirosis.
Is a rabies titer test (RNATT/FAVN) required for Thailand?+
No. Thailand does not require a rabies neutralizing antibody titer test for dogs and cats from Vietnam. A valid rabies vaccination — following Daisy Pet’s 30-day preparation standard — is fully sufficient, no blood test needed. This is one of Thailand’s key advantages over destinations like Japan, Taiwan, or Australia, which require RNATT.
