Vodka is a five-month-old Corgi with a yellow-and-white coat and the stocky, short-legged build his breed is known for. In May 2026, his family relocated him from Hai Duong, Vietnam, to Dubai, United Arab Emirates — a route that looks simple on a flight map but runs through one of the stricter import systems in the region. This case study documents Vodka’s real relocation file: the vaccination record, the rabies titer test, the MOCCAE import permit, and the Emirates cargo flight that got him to Dubai on schedule.

1. Meet Vodka, and Why This Route Wasn’t a Simple Errand

Corgis aren’t on the UAE’s list of banned and restricted breeds — see the full Banned Dog Breeds in UAE list — so breed was never the obstacle in Vodka’s file. The obstacle was timing. The UAE’s Ministry of Climate Change and Environment (MOCCAE) treats Vietnam as a country where a vaccination certificate alone isn’t enough; every dog needs a laboratory-confirmed rabies antibody titer test before a permit will even be considered. Vodka was born on 16 December 2025, which meant his family had a narrow window to get every step — vaccination, blood draw, lab result, permit, flight — sequenced correctly before he was even six months old. MOCCAE also caps personal pet imports at two dogs or cats per owner per year, so there was no room to redo a step that came back wrong.

2. Building the Compliance File: Microchip and Vaccination First

Every UAE-bound file starts the same way, and Vodka’s was no exception:

  • ISO-compliant microchip implanted and scanned to confirm the number — 900 263 001 882 879 — matches every document in the file before a single vaccine is given.
  • Rabies vaccine (Rabisin, Navetco, batch G98754).
  • Combination vaccine covering canine distemper, parvovirus, infectious canine hepatitis, and leptospirosis (Vanguard Plus 5L, Zoetis, batch 843962B).

Both vaccines were administered in the same visit, 20 March 2026, at a veterinary clinic in Go Vap, Ho Chi Minh City. At just over three months old, Vodka cleared MOCCAE’s 12-week minimum vaccination age by a matter of weeks — not the kind of margin an owner wants to discover the day before a flight, which is why age math has to happen before anything else gets booked.

3. The Titer Test Bottleneck: Why the Blood Went Abroad

For a vaccinated dog leaving Vietnam, MOCCAE doesn’t accept the vaccination record on its own — it requires a Rabies Titer Test (FAVN) from an accredited laboratory, drawn no earlier than 21 days after the rabies shot, with a result of at least 0.5 IU/mL. In practice, this is the step that decides whether a timeline holds or slips by weeks, because Vietnam has no MOCCAE-recognized laboratory able to run the test in-country. Vodka’s blood sample was drawn on 23 April 2026 — 34 days after his rabies vaccine — and shipped to a MOCCAE-recognized laboratory abroad, where it was tested under the WOAH 2024 FAVN protocol.

The result came back at 1.15 IU/mL, more than double MOCCAE’s minimum. That’s the number the entire rest of the file depends on — no import permit application moves forward without it.

4. Securing the UAE Import Permit Before the Clock Ran Out

A MOCCAE import permit is only valid for 90 days from the date it’s issued, and it can’t be applied for until the titer result is in hand — so the whole file stacks in order: vaccination, then a mandatory wait, then the blood draw, then the lab result, then the permit application. Miss one link and every date after it moves. Vodka’s permit — number DXB-FW-157-3409430 — was issued on 30 April 2026, one week after his titer result cleared, and stayed valid through 29 July 2026.

5. The Other Clock: Emirates’ Summer Heat Embargo

MOCCAE’s 90-day permit window wasn’t the only deadline shaping when Vodka could fly. Every summer, Emirates suspends live-animal cargo into Dubai once ambient temperatures make the tarmac itself a risk — a heat embargo that typically starts in June and holds through the hottest months of the year. A dog cleared on every document can still be grounded if the calendar alone puts him on the wrong side of that line.

Vodka’s own math made the embargo a non-issue — but only because his birth date did the work, not his paperwork. Twelve weeks from 16 December put his earliest legal vaccination date in early March. Add the mandatory 21-day wait before a titer test can even be drawn, plus roughly a week for the laboratory to return a result, and the earliest a MOCCAE permit could exist was late April — weeks ahead of Dubai’s June cutoff, with room to spare for the 10 May flight.

That buffer isn’t something every puppy gets. The same three fixed waits — 12 weeks to reach vaccination age, 21 days to clear for a titer draw, about a week for lab turnaround — apply to any dog on this route regardless of birth date. A Corgi born in March instead of December runs the identical sequence two to three months later, landing squarely inside embargo season with no faster path around the biology. For a UAE-bound puppy, the real constraint on this route usually isn’t paperwork difficulty — it’s the calendar, and the paperwork only tells you how close to the edge you actually are.

6. Packing Day: The IATA Crate and Vietnam’s Export Paperwork

The travel crate isn’t a formality — it’s a hard requirement, and a crate that falls short gives the airline grounds to refuse the shipment. The standards every crate gets built around:

  • Enough room for the dog to stand fully upright, turn around, and lie down flat.
  • A rigid shell — hard plastic, wood, or metal — strong enough to hold up under handling.
  • Ventilation openings on multiple sides for consistent airflow.
  • Securely fitted food and water dishes, and a floor lining that won’t leak waste.

A note from the field: genuinely compliant crates are still hard to source reliably in the Vietnamese market — see our guide on why a pet crate gets rejected at the airport for what to check before buying one.

Five days before departure, on 5 May 2026, the Noi Bai Airport Animal Quarantine Station issued Vodka’s Animal Health Certificate for Export (No. 87/2026/CN-KDDVXK) — confirming no clinical signs of disease on inspection and that his parasite treatment fell inside the required pre-export window.

7. Departure at Noi Bai: Emirates EK395 to Dubai

On 10 May 2026, Vodka flew Emirates flight EK395 from Noi Bai International Airport (HAN) to Dubai (DXB) on air waybill 176-20822421 — one of the carriers regularly booked on this route, alongside the options covered in our Airlines for Pet Transport to UAE guide.

His crate measured 72×53×53cm and, with Vodka inside, weighed 15kg on a scale. But airlines bill live-animal cargo on whichever is higher — actual weight or volumetric weight — and at those dimensions the volumetric calculation came out to 33kg, more than double the real number. That gap is what showed up on the invoice: freight was billed at 33kg for a total airfreight charge of $165, not the 15kg figure most owners expect going in.

It’s a detail worth knowing before booking — see our full UAE Pet Relocation Cost Guide for how carriers price these routes.

8. Landing in Dubai: The Handover

Vodka’s crate was cleared through Dubai cargo and released to the family’s appointed relocation agent on the ground. Fifty-one days after his first vaccine appointment in Go Vap, his crate door opened on Dubai soil — the moment every document in this file was building toward.

The reverse trip carries its own arrival story — see how a Chihuahua’s landing at Noi Bai played out when the family, not the paperwork, became the bottleneck.

Conclusion

Vodka’s file didn’t move faster because anyone cut a corner — it moved on schedule because the sequence was respected: vaccination first, the mandatory wait before blood could be drawn, a titer result before a permit application, a valid permit before a booking. Owners preparing the same HAN–DXB route can check the current requirements in our UAE Pet Import Regulations Guide.

The same corridor in the other direction carries its own pressures: a companion case documents a dog and a cat flown out of Dubai to Ho Chi Minh City during the March 2026 Middle East escalation, when the deciding factor was not paperwork but which carrier could keep flying at all.
