“How do I fly with my dog in the cabin, the whole way from Vietnam to Dubai?” Most pet relocation companies answer that in one word: impossible — book manifest cargo and move on. When a client asked us exactly that on June 20th, our answer was more careful: not on any direct flight, no — but there was still a way to say yes. What we built instead, in nine days, was a two-flight route through Bangkok, timed against a paperwork deadline that had already lapsed before the dog even landed there.
Meet Hoa Hoa
Hoa Hoa is a grey teacup Poodle, eight months old on the day she flew — small enough to ride the entire trip in a soft carrier under the seat. Her owner had one non-negotiable condition: Hoa Hoa flies in the cabin, with her, start to finish.
Vietnam has no direct flight to Dubai or Abu Dhabi that takes a pet in the cabin. If that route doesn’t exist, you build one from pieces that do.
Planning the Cabin Route from Hanoi to Dubai
Of the three carriers that fly pets between Vietnam and the UAE — Emirates, Etihad, and Qatar Airways — only Etihad allows a pet in the cabin, and only on flights to and from Abu Dhabi. That one fact decided everything: the destination had to be Abu Dhabi, and the international leg had to be Etihad.
Vietnam Airlines doesn’t fly to Abu Dhabi at all, so the plan needed a transit city where Vietnam Airlines could hand Hoa Hoa off to an Etihad flight that also allows cabin travel. Bangkok was that city.
| Leg | Route & Airline | Date / Time | Cabin? |
|---|---|---|---|
| 1 | Hanoi (HAN) → Bangkok (BKK), Vietnam Airlines VN611 | Jun 29, 2026 — depart 08:50, arrive 10:50 | Yes |
| 2 | Bangkok (BKK) → Abu Dhabi (AUH), Etihad EY407 | Jun 29, 2026 21:00 → Jun 30, 2026 00:30 | Yes |
| 3 | Abu Dhabi (AUH) → Dubai (DXB) | By private car after clearance | N/A — ground transfer |

The client’s actual home was in Dubai, not Abu Dhabi. But since Etihad only clears pets into Abu Dhabi, the last leg was a drive after MOCCAE released her, not a third flight.
The Paperwork Stack
Flying in the cabin doesn’t cut the paperwork down — it adds to it, because the dog now has to clear the rules of both the destination country and whichever country she transits through. Hoa Hoa’s file needed:
- MOCCAE Import Permit (UAE government)
- Abu Dhabi Customs Declaration
- Rabies Antibody Titer Test (RNATT), from an OIE-accredited lab
- Parasite treatment record
- Owner’s passport, checked against every permit
- ISO microchip, implanted before the rabies vaccine
- A Notification for Transit of Animals, issued by Thailand
- Fit to Fly certificate from a Vietnamese veterinary clinic
- Vietnam Export Health Certificate
Every one of these is standard for a UAE-bound pet. What made this file different was the order they had to arrive in, and the extra clearance for Thailand that a cargo shipment never has to deal with.

Etihad’s 72-Hour Paperwork Deadline
Hoa Hoa landed in Bangkok at 10:50, but by the time immigration and baggage were done, it was closer to noon. The connecting Etihad flight left at 21:00, and our standing rule for a pet on an international connection is to be at check-in three hours early — 19:00. That left about seven hours to get through Thailand.
Etihad’s own booking rules made that window tighter than it looked. The airline needs the pet reservation at least seven days before departure, and every supporting document in hand at least 72 hours before the flight — a cutoff Etihad doesn’t move. Counted back from a 21:00 departure on June 29th, that 72-hour deadline fell on June 26th — three days before Hoa Hoa had even set foot in Thailand. Any document that needed a Thai vet to examine her first was already impossible before the trip began.
Two Ways Through Bangkok
That left two ways to satisfy Thailand’s own requirements for an animal passing through its territory.
Option 1 — treat it as a full import into Thailand, then a fresh export to the UAE. Use Vietnam’s export certificate to get Hoa Hoa in, have her formally cleared and inspected on arrival in Bangkok, then issue a new Thai export certificate for the Etihad leg. This is the textbook sequence and the safest one — but it can’t be rushed. Doing it properly meant pushing the flight back at least three days, plus the cost of putting the client up in Bangkok while it processed.
Option 2 — apply for a Notification for Transit of Animals. This is a Thai document that authorizes an animal to pass through the country without formally importing it, and it doesn’t require a same-day vet exam. It costs extra on top of the standard file, and the application itself isn’t simple — but it can be filed and approved before the animal ever lands.
The Fix: Filing Thailand’s Transit Notification
We laid out both options for the client. A three-day delay meant extra flights, extra hotel nights, and a later start in Dubai — so she chose Option 2. We filed for the transit notification, and it was approved on June 24th, five days before departure and comfortably inside Etihad’s 72-hour window.

Landing Safely, Then the Drive to Dubai
Hoa Hoa landed at Abu Dhabi International at 00:30 on June 30th. Customs recorded her and her carrier at 7 kg gross weight — under Etihad’s 8 kg cabin limit — with a declared value of AED 1,500. Once MOCCAE released her, she went straight into a car for the drive to her new home in Dubai — no extra flight, and no further legal step. A pet legally imported and released in Abu Dhabi can move anywhere else in the UAE by road.

What This Case Says About Flying In-Cabin to the UAE
- Cabin travel to the UAE currently means one airline and one city. Etihad is the only one of the three carriers on this route with an in-cabin option, and it only lands pets in Abu Dhabi — a Dubai move means an Abu Dhabi arrival plus a drive.
- Vietnam has no direct cabin-eligible flight to the UAE. Plan on routing through a third country, on a carrier that both accepts pets in-cabin and connects to an Etihad flight that does the same.
- Book the pet seat as soon as cabin is the requirement. Etihad’s reservation window needs lead time, and a tight connection leaves no room to fix a missed slot later.
- When a transit country’s standard document needs a same-day exam you can’t schedule in time, check for an alternative that doesn’t — like a transit notification instead of a full import certificate — and lay out the real trade-offs for the client rather than picking one path for them.
Hoa Hoa never left her owner’s side — not at check-in, not on either flight, not for one hour in a warehouse. For the full compliance picture behind a move like this, see our UAE pet import requirements and timeline.
Cabin eligibility is only one of the variables a route turns on. When the flights themselves become unreliable the constraint shifts entirely — as in the case of a dog and a cat flown out of Dubai during the March 2026 conflict, where the question was no longer which cabin, but which carrier could still hold a confirmed slot.
