A Taiwan pet import permit is applied for online, on the dog and cat import permit system of the Animal and Plant Health Inspection Agency (APHIA). The application is free and must be filed at least 20 days before arrival. The form needs a Taiwan phone number and a Taiwan address, so decide first who in Taiwan will be the importer.

Short Answer: What Do You Need for the Taiwan Pet Import Permit?

  • Who applies? The importer, with a Taiwan phone number. The importer can authorize someone else to file.
  • When? At least 20 days before arrival, or earlier for the quarantine waiver.
  • What documents? The importer’s ID or passport, the rabies vaccination certificate and the rabies blood test report.
  • How long does it take? In one 2026 case, 16 days. Corrections can stretch it to weeks.
  • Cost? No fee.

Where the permit fits in the whole move is shown in our pet shipping timeline from Vietnam to Taiwan.

The route as a whole is in our overview of pet shipping to Taiwan.

What to Prepare Before You Open the Form

  • Importer details: full name as on the ID, a Taiwan phone number, an email address and a scan of the ID or passport, front and back.
  • Taiwan address: where the pet will live, plus a contact person in Taiwan.
  • Pet details: species, breed, sex, date of birth, weight in kg, length in cm and microchip number. See our guide to the microchip for international travel.
  • Vaccination certificate: a scan showing the microchip number, vaccination date and vaccine name. Add the previous certificate if the date on the permit differs from the latest one.
  • Blood test report: a scan showing the sampling date and a result of at least 0.5 IU/ml. Add the previous report if you rely on a retest. Our rabies titer test guide explains the test.
  • Flight plan: the arrival date, the port of entry and the passenger who travels with the pet.

The legal basis is APHIA’s Quarantine Requirements for the Importation of Dogs and Cats. Every date and number must match across the scans. In one 2026 case, two cats had a birth date on the vaccination record that differed from the lab report. APHIA asked for a vet-signed correction before it would continue.

The rules behind each document are in our guide to Taiwan pet import regulations.

When Should You File the Application?

  • Standard route: the same 20-day minimum. The pet then stays seven days in quarantine.
  • Waiver, 120-day route: at least 120 days before arrival, with a blood test 180 days to 1 year old on arrival day.
  • Waiver, 20-day route: at least 20 days before arrival, if the laboratory or Vietnam’s veterinary authority emails the result straight to rabiesreport@aphia.gov.tw.

The direct email must come from the laboratory’s or the authority’s own address, one pet per email, with the microchip number as the subject. An automatic reply confirms receipt. These rules are set out in APHIA’s import FAQ for dogs and cats.

Step 1: Open APHIA’s Permit System

Who: the importer, or the person they authorize.

Go to the dog and cat import permit system and choose ENGLISH. Click New Application.

Step 2: Enter the Application Information

  • Country of export: Vietnam.
  • Requirement box: tick the last option, None of the above. This applies the rules for countries not recognized as free from rabies.
  • Scheduled date of arrival: the date you plan to land.
  • Port of entry: Taoyuan (TPE), Taipei Songshan (TSA), Kaohsiung (KHH) or Taichung (RMQ). The permit will name this one port.
  • Quarantine method: choose Detention in post-entry quarantine premises may be waived if the pet qualifies. Otherwise the pet goes to quarantine, which is only at the Guanyin station in Taoyuan.

Daisy usually chooses Taoyuan, because the quarantine station is there if the waiver falls through. The other options cover a seriously ill pet asking to quarantine at home, and pets coming to an international event.

Step 3: Enter the Importer Information

  • Name and Taiwan phone number: the phone field accepts Taiwan numbers only.
  • ID: the type and number, with scans of both sides.
  • Email: the system sends a CAPTCHA code to confirm it. APHIA sends all notices to this address.
  • Authorization: if someone files for the importer, upload a signed authorization and that person’s ID.
  • Address and contact in Taiwan: where the pet will live and who to call.
  • How to receive the permit: by email, or by fax within Taiwan.
  • Booking record: the name, phone and ID of the passenger travelling with the pet.

Step 4: Enter the Pet Information

Add one row for each pet. Fill in the species, breed, sex, weight, length, date of birth, age and microchip number.

  • Waiver details: pick the waiver condition, confirm how far ahead of arrival you are filing, and choose how the test result reaches APHIA: the authority’s declaration, the laboratory’s email, or the laboratory’s website.
  • Vaccinations: enter the vaccination date and upload the certificate. A second line is for an earlier vaccination.
  • Blood tests: enter the most recent sampling date and upload the report. A second line is for the previous test.
  • Bengal cats: upload an official pedigree showing the fifth generation (F5) or later.

The blood sampling date entered on the form must match the date printed on the report.

Step 5: Read the Declarations and Submit

Before submitting, the importer agrees to four statements:

  • All documents are true. False information cancels the permit and can be fined NT$30,000 to NT$150,000.
  • A vet has checked that the pet is fit for the flight, especially if it is old, snub-nosed or has heart or lung disease.
  • APHIA may assign a different quarantine station, and the importer pays its fees.
  • A pet that must go to quarantine has to clear airport inspection before 13:30 (12:30 at Songshan). Otherwise it waits at the airport, and that time does not count toward quarantine.

Click I agree, then Confirm. The system emails a confirmation with the application number.

Step 6: Answer APHIA’s Requests for Documents

Who: the importer.

APHIA’s officer reviews the file and may ask for more documents, with a deadline. You upload them under Follow Up Your Application. If the deadline passes, the application is cancelled and you must start again.

In one 2026 case, APHIA found that the arrival date was only 104 days after the blood test. It offered seven days of quarantine, or a later flight after the 180-day mark with the laboratory’s direct email. The permit was issued about three months after filing. In another 2026 case with complete documents, the permit came 16 days after filing.

Step 7: Check the Permit When It Arrives

Who: the importer and Daisy.

Check three things on the permit: the arrival window, the port of entry, and whether the quarantine waiver box is ticked. The pet may arrive on any day in the window, only through that port.

Since 5 January 2026, permits use a new format. The old format stops being valid on 1 January 2027.

What Do You Do After the Permit Is Issued?

  • Tell the branch your flight. Send the APHIA branch at your port the arrival date and flight number at least 7 days before the pet leaves Vietnam.
  • Get the export certificate in Vietnam. The regional animal health office issues Form 13a and signs Taiwan’s Form 002, usually 3 to 7 days before the flight.
  • Carry the documents. On arrival you show a copy of the permit, the original export certificates and the air waybill or customs declaration. Taiwan’s fees on arrival are listed in our pet relocation cost to Taiwan guide.

What happens on arrival if quarantine applies is in our guide to Taiwan pet quarantine.

Can You Change the Date or Airport After Approval?

Yes, once. Apply under Follow Up Your Application before the permit expires and at least 10 days before the new date. Upload the vaccination certificate and blood test report again. A second change needs a new application. Entering on an unapproved date or port can be fined NT$30,000 to NT$150,000.

Frequently Asked Questions About the Taiwan Pet Import Permit

Can I apply for the Taiwan import permit without a Taiwan phone number?

The importer’s phone field accepts Taiwan numbers only. If you do not have one yet, another person in Taiwan can be the importer, or someone can file on your behalf with your signed authorization.

How long does APHIA take to issue a pet import permit?

There is no fixed time. In one 2026 case with complete documents, the permit was issued 16 days after filing. Requests for corrections can add weeks.

Is there a fee for the Taiwan pet import permit?

No. The application is free. On arrival, the importer pays a NT$100 processing fee in cash.

Which airport should I choose on the permit?

Any of Taoyuan, Songshan, Kaohsiung or Taichung, but the pet must then enter through that airport. Daisy usually chooses Taoyuan, because the only quarantine station now taking imported dogs and cats is there.

What happens if I miss APHIA’s deadline for extra documents?

The application is cancelled, and you must file a new one. Upload every requested document before the date in APHIA’s notice.
