Pet Shipping from Vietnam to Türkiye 2026 Complete Guide

The rules look like the EU’s, but the certificate window, the pet limit and the airline’s own rules belong to Türkiye alone—everything for moving a dog or cat from Vietnam.

Key Facts Before Shipping a Pet to Türkiye

Four things that don’t match the EU rules most owners expect.

01

48-Hour Certificate

Türkiye’s health certificate must be signed no more than two days before travel.

02

90-Day Wait Period

After a passing titer, about three months pass before the pet can enter.

03

Two Pets Per Person

A third pet, or one flying without its owner, enters as an import.

04

Six Banned Breeds

Six breeds, including Pit Bull types and American Bully, cannot enter.

Two Lanes: Travelling With You or Without You

Türkiye treats a pet that arrives with its owner very differently from one that doesn’t.

With You (Passenger Lane)

  • Pets allowed:Up to two per traveller, with dogs, cats and birds counted together
  • Personal exemption:Kept, because the pet travels with its passenger
  • Health conditions:Chip, rabies vaccine, titer, 90-day wait and certificate
  • Control certificate (kontrol belgesi):Not required
  • Invoice and importer’s undertaking:Not required
  • Pre-notification to the border post:Not required

Without You (Import Lane)

  • Who it applies to:A third animal, or any pet shipped as cargo without its owner
  • Personal exemption:Lost
  • Health conditions:The same as in the passenger lane
  • Control certificate (kontrol belgesi):Issued by the Ministry before the pet ships
  • Invoice and importer’s undertaking:Required, with a fee receipt
  • Border post and customs:Notified at least 24 hours before arrival, with clearance through an agent

Fees and processing times for the import lane are not published in the sources we checked, so confirm them with your Turkish importer before you book.

Three Ways a Pet Can Travel

The way your pet is carried decides which lane it enters Türkiye in.

Poodle in a soft-sided travel bag at the airport

In the Cabin

Pet and carrier together up to 8 kg, in a soft bag up to 23×30×40 cm under the seat in front. The pet travels with its owner in the passenger lane.

Pet owner checking in a dog crate at the airline counter

Checked Baggage (Hold)

Up to 50 kg with the crate, in a hard crate up to 75×75×125 cm with a lateral lock. Same flight as the owner, so the passenger lane applies.

Pet crate on a pallet in the airport cargo warehouse

Manifest Cargo

The pet travels under a separate Air Waybill. Used for larger crates, breeds that cannot fly as baggage and pets without their owner, and it enters through the import lane.

What Türkiye Requires

Six requirements, and the order they come in matters as much as the list.

Microchip

An ISO 11784/11785 chip, implanted before the rabies vaccine is given. Border officers scan it against every document. See our guide to pet microchips for international travel.

Rabies Vaccine

Inactivated or recombinant, valid on arrival and dated on or after the chip. A booster given after the previous dose expired counts as a first vaccination.

Rabies Titer

At least 0.5 IU/ml at an EU-approved lab, drawn 30 days after vaccination, then about 90 days of waiting. See the rabies titer test guide.

Health Certificate

Türkiye’s own bilingual model, one per pet, signed within two days of travel. See how an animal health certificate is issued.

Parasite Treatment

Ticks and tapeworm treated 30 to 14 days before travel and recorded, with a parasite-free statement for the airline.

Entry Airport

Istanbul, Sabiha Gökçen, Ankara Esenboğa, Antalya and İzmir Adnan Menderes accept live animals, and flights from Vietnam land at Istanbul.

Is It Really the Same as the EU?

What People Assume

  • Türkiye copied the EU’s rabies framework, so an EU-style file should work: the same certificate, up to five pets and ten days to have it signed.

What’s Actually True

  • The medical steps match, but Türkiye wants its own certificate model, signed within two days of travel, for no more than two pets per traveller.
Step by step

How Long Does It Take?

Four stages, roughly four to five months from the first vaccine.

01

Microchip and Rabies Vaccine

Chip first, then the vaccine. Every later date counts from that first vaccination.

02

Blood Test and Lab Result

Blood is drawn 30 days after vaccination and shipped to an EU-approved lab, and the result takes weeks to return.

03

The 90-Day Wait

Istanbul Airport counts it from the lab result, while the regulation counts it from the blood draw.

04

Certificate and Flight

The certificate is signed no more than two days before departure, and the pet lands at Istanbul.

Banned and Restricted Breeds

Two different lists: what Türkiye’s law bans, and what the airlines refuse.

Banned by Türkiye’s Law

Six breeds cannot enter the country: American Pit Bull Terrier, Dogo Argentino, Fila Brasileiro, Japanese Tosa, American Staffordshire Terrier and American Bully. The ban covers importing, breeding, owning and selling.

Refused or Limited by the Airline

Turkish Airlines and Turkish Cargo also refuse crosses of the banned breeds. The IATA Timatic database, which airline staff check at the counter, lists a longer set as not allowed to enter, including Rottweilers, Bull Terriers, Staffordshire Bull Terriers, mastiffs, Bandogs and Tosa Inus. Turkish Cargo may consider some as cargo, so confirm in writing before you book.

Welfare Standards That Apply

Applied to every pet flying the Türkiye route with Turkish Airlines or Turkish Cargo.

Age and Weight Limits

Turkish Cargo does not carry cats or dogs under 10 weeks old. In the cabin, pet and carrier together stay within 8 kg, and pregnant animals are not accepted.

Short-Nosed Breeds and Heat

Snub-nosed dogs and cats do not fly in the hold. Heavier ones go with Turkish Cargo only when it is below 27°C at both ends, in a crate one size larger with ventilation on four sides.

Crate Rules

A hard surface, a lateral locking system, ventilation and a watertight base, and the pet wears a collar. On flights of eight hours or more a water dispenser is required. See the IATA crate guide.

Sedation Is Not Accepted

A sedated pet is refused at the counter. Crate conditioning on a six-week schedule does that work instead.

Common Questions

What if I’m bringing more than one pet?+
Türkiye allows two pets per person, with dogs, cats and birds counted together, and each animal needs its own certificate. A third pet moves into the import lane.
Can my pet fly separately from me?+
Yes, but as cargo. The pet loses the personal exemption that customs give to a pet travelling with its passenger, and it needs a control certificate from the Ministry of Agriculture and Forestry and customs clearance through an agent. The health conditions stay the same.
Is there quarantine in Türkiye?+
Not as a routine step. A pet that meets every requirement is released after the border veterinary check, and quarantine appears only for animals that fail it, at the owner’s expense.
Can a snub-nosed dog or cat fly to Istanbul?+
Only in limited ways. Turkish Airlines does not carry them in the hold, but they can fly in the cabin within 8 kg. Heavier animals go with Turkish Cargo, which requires a larger crate, ventilation on four sides, an indemnity letter and a temperature below 27°C at both ends.
Do I need tick and tapeworm treatment?+
In practice, yes. The certificate marks both treatments as conditional, but the IATA Timatic database asks for internal and external parasite treatment at least 14 days before departure, and Turkish Airlines asks for a parasite-free statement. We recommend treating between 30 and 14 days before travel and recording it on the certificate.
Which airports in Türkiye accept pets?+
Istanbul Airport, Sabiha Gökçen, Ankara Esenboğa, Antalya and İzmir Adnan Menderes accept live animals. Flights from Vietnam land at Istanbul Airport.
What is the minimum age for a pet to travel to Türkiye?+
In practice, about 7 months. The rabies vaccine is given from three months of age, the blood draw follows 30 days later, and a wait of around three months comes after that. Turkish Cargo does not carry animals under 10 weeks, and Turkish Airlines accepts unvaccinated animals under three months only on European flights.
Which dog breeds are banned in Türkiye?+
Six: American Pit Bull Terrier, Dogo Argentino, Fila Brasileiro, Japanese Tosa, American Staffordshire Terrier and American Bully. The airlines go further and also refuse crosses of these breeds, and the IATA Timatic database lists more breeds, including Rottweilers and mastiffs, as not allowed to enter.
