Yes, a dog or cat can legally cross from Vietnam into Laos by road. Three sets of rules apply: Vietnam’s export rules, Laos’s import rules, and the rules of the border checkpoint itself. The hard part is the checkpoint: only four of the ten international crossings have an animal quarantine station on both sides.
The documents are the same as for flying. For the full document checklist, see our Laos pet import laws guide. For flights, see our pet shipping to Laos overview.
Which Vietnam–Laos Border Crossings Can a Pet Use?
Vietnam and Laos share ten international border crossings. A pet needs an animal inspection point on both sides of the crossing. Four crossings have both: Nậm Cắn, Cha Lo, Lao Bảo and Bờ Y.
| Vietnam crossing | Vietnam province | Lao crossing (province) | Vietnam animal quarantine station | Lao animal checkpoint |
|---|---|---|---|---|
| Tây Trang | Điện Biên | Pang Hok (Phongsaly) | No | Yes |
| Lóng Sập | Sơn La | Pa Hang (Houaphanh) | No | Not shown |
| Na Mèo | Thanh Hóa | Nam Xoi (Houaphanh) | No | Yes |
| Nậm Cắn | Nghệ An | Nam Khan (Xiangkhouang) | Yes | Yes |
| Cầu Treo | Hà Tĩnh | Nam Phao (Bolikhamxay) | No | Yes |
| Cha Lo | Quảng Trị (formerly Quảng Bình) | Na Phao (Khammouane) | Yes | Yes |
| Lao Bảo | Quảng Trị | Dansavanh (Savannakhet) | Yes | Yes |
| La Lay | Quảng Trị | La Lay (Salavan) | No | Yes |
| Nam Giang | Da Nang City (formerly Quảng Nam) | Dak Ta Ok (Sekong) | No | Not shown |
| Bờ Y | Quảng Ngãi (formerly Kon Tum) | Phou Keua (Attapeu) | Yes | Yes |
The Vietnam column follows the current structure of Vietnam’s regional animal quarantine offices. The Lao column follows the checkpoint map that Laos’s Department of Livestock and Fisheries (DLF) presented at a World Organisation for Animal Health (WOAH) meeting. “Not shown” means the crossing does not appear on that map.
Laos admits animals only through checkpoints its ministry designates, and it does not publish that list. The rule is set out on the Lao Trade Portal. Your Lao import permit names the checkpoint you will use, so the crossing is fixed before you leave.
A crossing without a Vietnamese station is not automatically closed to pets. Vietnam’s animal health authority can delegate inspection to a provincial vet office. No public list shows which crossings issue export certificates for dogs and cats, though. Call the quarantine station before you plan the route.
What Documents Does a Pet Need to Cross by Road?
Road entry needs the same documents as air entry:
- An ISO 11784/11785 microchip, implanted before the rabies vaccine
- A rabies vaccine given at least 30 days and no more than 12 months before entry
- Core vaccines: distemper, parvovirus and leptospirosis for dogs; rhinotracheitis, calicivirus and panleukopenia for cats
- Internal and external parasite treatment, recorded on the export paperwork
- A Vietnamese export health certificate (Form 13a), issued by a government animal quarantine station
- A Lao import permit from DLF
DLF approves a complete Form IET1 application within 5 working days, for a fee of 50,000 kip. Filing in person at DLF’s office in Vientiane is what gets the application processed. The permit names the checkpoint, the means of transport and the route, and it is valid for 15 days after issuance. Fix your crossing date first, then file the application one to two weeks before it.
What Happens at the Border Checkpoint?
On the Vietnamese side, the animal quarantine station checks the pet and the documents before it leaves. On the Lao side, a DLF veterinary officer checks the pet and matches every document against the import permit. If the documents are incomplete, Lao authorities can quarantine the pet where facilities exist, send it back, or euthanize it. The importer pays all costs either way.
Can You Drive Your Own Car into Laos with a Pet?
Yes, if the car has a Vietnam–Laos cross-border transport permit (giấy phép liên vận). The provincial Department of Construction issues it, for private as well as commercial vehicles. Check Laos’s insurance and temporary-import rules for the car before you set off.
When Does Road Make More Sense Than Flying?
- Breeds the airline refuses. Vietnam Airlines refuses some breeds on every travel method, including short-nosed dogs such as Bulldogs and Pugs, and cats such as Persians and Exotics. Lao Airlines publishes no pet policy at all. For these pets, road may be the only route.
- Large dogs. Vietnam Airlines carries pets as checked baggage only up to 32 kg, pet and crate together (see the Vietnam Airlines pet fee schedule). A heavier dog flies as manifest cargo instead.
- Central and southern Laos. Vietnam Airlines flies direct only between Hanoi and Vientiane. For an address near Savannakhet or Attapeu, Lao Bảo or Bờ Y puts the pet closer to home.
A road trip has its own welfare risks. Heat matters most, especially for short-nosed breeds. Plan shade, water and rest stops for the whole drive, not just the border.
FAQ: Crossing the Vietnam–Laos Border with a Pet
Can I transport my pet from Vietnam to Laos by road?
Yes. Choose a crossing with an animal inspection point on both sides: Nậm Cắn, Cha Lo, Lao Bảo or Bờ Y. The pet needs the same documents as for flying, including a Lao import permit that names the crossing.
Does Cầu Treo have an animal quarantine station?
Not on the Vietnamese side. Laos has an animal checkpoint at Nam Phao, opposite Cầu Treo, but Vietnam lists no regional animal quarantine station at Cầu Treo. Ask the regional office before planning this crossing.
Is the Laos import permit required for a land border crossing?
Yes. The same DLF import permit applies to road and air entry. It names the checkpoint and is valid for 15 days after issuance.
How far ahead should I apply for the Lao import permit?
Fix the crossing date first, then file one to two weeks before it. DLF approves a complete application within 5 working days, and the permit is valid for 15 days after issuance.
Can I drive my own car into Laos with my pet?
Yes, with a Vietnam–Laos cross-border transport permit (giấy phép liên vận) from the provincial Department of Construction.
