Key Facts Before Shipping a Pet to Singapore

Singapore enforces some of the world’s most rigorous pet import rules. These four pillars define every successful relocation from Vietnam.

01

Quarantine

Minimum 30 days

02

Microchip

15-digit ISO-compliant

03

Rabies Titer Test

Required ≥ 0.5 IU/mL

04

Preparation Timeline

4 to 5 months

Singapore Pet Import Regulations (AVS/NParks Compliance)

If you are planning the relocation yourself, please ensure the following critical conditions are strictly met as per the latest AVS Schedule III regulations:

01

Core Vaccinations & Rabies

Unlike many countries, Singapore strictly requires both Rabies and Core Vaccinations (Distemper, Hepatitis, Parvovirus for dogs; FVR, FCV, FPV for cats). The 15-digit ISO microchip must be implanted before any vaccinations are given.

02

Rabies Titer Test (RNATT)

A blood sample must be drawn at least 30 days post-vaccination and tested at a WOAH-approved lab. Blood must be drawn at least 90 days, but within 12 months, before the date of export.

03

Two-Step Licensing System

Importing pets into Singapore requires a unique two-step process: First, obtaining a Pet Licence via the PALS system — see our PALS Licence Registration Guide. Second, securing the Import Licence via the GoBusiness portal at least 30 days before arrival.

04

Strict Breed Restrictions

Singapore enforces a strict ban on certain dog breeds, including Pit Bulls, Akitas, Tosas, Dogo Argentinos, Fila Brasileiros, and their crosses — see the full Banned & Restricted Dog Breeds guide. Specified Dog breeds face additional licensing, banker’s guarantee and muzzle requirements under Singapore law.

05

Mandatory AQC Quarantine

All pets from Vietnam must undergo a strict, mandatory minimum 30-day quarantine at the Animal Quarantine Centre (AQC). Regardless of breed or vaccination status. Slots are limited and must be reserved months ahead

06

GST & Customs Permit

A 9% Goods and Services Tax (GST) is levied on the declared value of imported pets. You must secure a Customs In-Payment permit before your pet lands at Changi Airport.

Step by step

THE 6-STEP PREPARATION TIMELINE

A flawless relocation is built on precision. Here is how we chart the course to navigate the step-by-step AVS timeline for Singapore.

01

Microchip & Full Vaccinations

Ensure a 15-digit ISO microchip is implanted, followed by the mandatory Rabies AND Core vaccines

02

RNATT Serum Export

At least 30 days post-vaccination, blood is drawn and legally exported to a WOAH-approved lab to secure the required ≥ 0.5 IU/mL titer result.

03

PALS Licence & AQC Booking

Secure the required PALS Pet Licence and book a slot at the high-demand Animal Quarantine Centre (AQC) via qms.avs.gov.sg as early as possible — current wait: dogs from Aug 2026, cats from Nov 2026

04

Import Licence Application

We apply for the GoBusiness Import Licence at least 30 days before arrival and arrange the mandatory GST Customs Permit.

05

Pre-Export Inspection

Within 2 to 7 days before the flight, complete the clinical exam, coordinate parasite treatments, and finalise the Government Health Certificate.

06

Arrival & Quarantine

Your pet lands at Changi Airport (Monday–Friday only), undergoes border inspection at CAPQ, then transfers to the AQC for the mandatory 30-day quarantine. See Airlines for Pet To Singapore for approved flight options.

The 30-Day AQC Quarantine: What Every Owner Must Know

Understanding it in advance removes the biggest source of stress in the entire relocation process.

The AQC Facility

Located at 2 Jalan Lekar, Singapore 698919, operated by NParks/AVS. Pets are housed in individual kennels — fan-cooled or air-conditioned

The 30-Day Experience

Daily routine, feeding schedule, exercise yard access and what to bring for your pet’s comfort. Quarantine fees: SGD 44/day from 1 Dec 2026

Booking Your Slot

Slots are booked directly via qms.avs.gov.sg — no agent required for this step. A deposit of approximately SGD 425 secures the reservation.

Three Shipping Methods for a Short Route

Singapore is a short flight from Vietnam, so in-cabin travel is available to more pets than on longer routes.

Poodle in a soft-sided travel bag at the airport

In-Cabin (PETC)

Travels in the cabin with the owner, in a soft-sided carrier under the seat.

Pet owner checking in a dog crate at the airline counter

Checked Baggage (AVIH)

Flies on the same flight as the owner, in the temperature-controlled hold.

Pet crate on a pallet in the airport cargo warehouse

Manifest Cargo

Does not fly with the owner, with fewer limits on weight and size.

Welfare Standards That Apply

Applied to every pet flying the Singapore route.

Age and Cabin Limits Vary by Carrier

Eight weeks and fully weaned is the floor for carriage, and some airlines set it higher. Cabin allowances count pet and crate together. Pregnant animals are not accepted.

Sedation Is Not Used

IATA and IPATA both advise against sedation, and a pet known to be sedated can be refused at the counter. Crate conditioning on a six-week schedule does that work instead.

FAQs About Pet Shipping from Vietnam to Singapore

Can my pet avoid quarantine in Singapore?+
No. Vietnam is classified as a Schedule III (high rabies-risk) country. A minimum 30-day quarantine at the Animal Quarantine Centre (AQC) is strictly mandatory for all pets imported from Vietnam.
Can I book the AQC quarantine slot myself?+
Yes. Pet owners can book directly via the QMS portal at qms.avs.gov.sg. You do not need an agent to book the slot itself. Singapore residents log in with SingPass or CorpPass. Foreign nationals may need assistance creating their account — Daisy Pet helps clients with this routinely. Note: from April 2026, an AVS-recognised agent is required for CAPQ Changi clearance, but not for the QMS booking.
What happens if I miss the 90-day RNATT window?+
Singapore requires the rabies antibody titer test blood sample to be taken at least 90 days before export. If you travel before the 90 days have elapsed, the shortage will be added to your pet’s quarantine duration at the AQC.
Do I have to pay taxes on my pet?+
Yes. Singapore Customs applies a 9% Goods and Services Tax (GST) based on the CIF value (Cost, Insurance, and Freight) of your pet. A Customs In-Payment permit is required prior to your pet’s arrival.
Can I bring my cat to an HDB flat?+
Yes! As of 2024, Singapore’s HDB rules have changed to allow cats. You can keep up to two cats per HDB flat, provided they are microchipped and sterilized.
Why do I need two separate licences?+
Singapore operates a unique system requiring a PALS Pet Licence (to legally own the pet) before you can apply for the GoBusiness Import Licence. Our team handles this dual-licensing process for you.
Can I see a real case study of a pet shipped from Vietnam to Singapore?+
Yes. We documented Lloyd’s complete journey — a 34 kg Golden Retriever relocated from Hanoi to Singapore via Vietnam Airlines Cargo. The case covers AQC booking, IATA crate compliance, CAPQ inspection, and the full 30-day quarantine experience. Read the full Golden Retriever Hanoi-to-Singapore Case Study.
