The short answer is yes — but with a condition that most pet owners miss. When people ask whether pets can fly without their owner, they are usually imagining the wrong type of booking. The answer depends entirely on which transport category you use.
Can my pet travel without me? Only under one specific category: Manifest Cargo. If your pet is booked as in-cabin or as checked baggage (AVIH), your physical presence on the same flight is mandatory. Miss that distinction at the booking stage and your pet will not board.
The Three Transport Categories — and Which One Allows Unaccompanied Travel
There are three ways pets fly commercially, and only one removes the requirement for the owner to be on the same flight:
- In-Cabin: Pet travels inside the passenger cabin in an approved soft carrier. Owner must be on the same flight — no exceptions, and the carrier is registered to your seat.
- Checked Baggage (AVIH — Accompanied Excess Baggage): Pet travels in the cargo hold as excess baggage. Owner must be checked in on the same flight — the pet’s tag is linked directly to your boarding pass. No owner, no boarding.
- Manifest Cargo (Unaccompanied): Pet travels as a standalone freight consignment under the airline’s live animal cargo program. No owner required on any specific flight. This is the only mode that allows genuine unaccompanied pet travel.
Manifest Cargo is how most professional pet relocations operate — including every international move where the owner and pet need to travel on different dates.

How Unaccompanied Pet Shipping Actually Works
When a pet travels as Manifest Cargo, the process runs entirely through the airline’s freight division — not the passenger terminal. Here is what that looks like in practice:
- Check-in: The pet is delivered to the cargo terminal — not the passenger check-in hall — by the shipping agent. Cargo acceptance windows close 2 to 4 hours earlier than passenger baggage cut-off times. Being late means missing the flight.
- Paperwork: An Airway Bill (AWB) is created for the animal as a freight consignment. The “shipper” on the AWB is usually the pet transport company or freight forwarder acting formally on the owner’s behalf.
- In-flight: The pet travels in the pressurized, temperature-controlled cargo hold under IATA Live Animals Regulations standards — the same conditions required for all commercial live animal shipments.
- Arrival: The pet is released at the cargo facility or customs clearance point — not at the baggage carousel. A receiver must be present at the cargo facility within the holding window to collect the animal. This can be the owner arriving on a separate flight, a family member, or a local agent.

Documents Required — Same Standards, Zero Margin for Error
Traveling without the owner does not reduce the documentation requirements. The full set of export and import documents still applies — and in some cases, additional authorization paperwork is required to formally appoint the shipping agent:
- ISO 11784/11785 microchip registration
- Valid rabies vaccination (and core vaccines where required by the destination country)
- Official health certificate issued and endorsed within the validity window (typically 7–10 days before departure)
- Import Permit from the destination country where required
- Airway Bill (AWB) with live animal notation
- Country-specific documents — RNATT/FAVN titer test, quarantine booking, advance notification forms, etc.
Errors or missing documents carry the same consequences as any other shipment — except the owner is not at the counter to resolve them. This is why documentation must be verified with zero margin for error before the pet reaches the cargo terminal. These document checks follow the same rules laid out in the Daisy Pet Standard.
Three Things to Arrange Before the Flight
When the owner is not traveling on the same flight, three logistics elements become critical and must be confirmed well in advance:
- A registered shipper or freight agent: Someone must be named as the shipper on the Airway Bill — usually the pet transport company. This entity is legally responsible for the consignment until the pet reaches the cargo facility at the destination.
- A receiver at the destination: Someone must be physically present at the destination cargo facility to collect the animal within the cargo holding window — typically 24 to 48 hours after arrival. This can be the owner arriving separately, a family member, or a local pet transport partner.
- Cargo acceptance timing: Cargo cut-off times precede passenger check-in by several hours. The delivery of the pet to the cargo terminal must be planned precisely — arriving late is grounds for missing that flight’s load list with no recourse.
When Unaccompanied Shipping Is the Right Choice
Manifest Cargo is the standard solution across several common relocation scenarios: when the owner’s visa or travel documents are not ready but the pet’s health paperwork validity window is closing; when AVIH capacity is not available on the owner’s preferred flight; or when the destination country’s quarantine requirements mean the pet needs to arrive on a date different from the owner. In all of these cases, the pet’s journey is planned and managed as an independent shipment — and the outcome is identical to any other professionally managed cargo relocation.
The American Veterinary Medical Association confirms that unaccompanied air transport is safe when handled through proper channels and with correct documentation. See the AVMA Pet Travel FAQ for their full position on airline transport standards.
