Most timelines count backwards from the flight. For Türkiye that’s the wrong direction: the clock that matters starts on the day of the rabies vaccine, runs through a blood test that has to travel to Europe, and ends with a certificate signed only two days before you fly. This guide is one part of Daisy Pet’s full Vietnam-to-Türkiye pet shipping guide, focused on the calendar itself.
The Short Answer: 4 to 5 Months From First Vaccine to Departure
For a healthy adult dog or cat with no rabies vaccination on record, the earliest departure is roughly 4 to 5 months after the first vaccine. It is about four months if the final wait is counted from the blood draw, and closer to five if it is counted from the lab result, which is how Istanbul Airport’s border office counts it. A puppy or kitten can’t start the sequence before it is three months old, so the youngest realistic travel age is around seven months.
Nothing on this calendar can be shortened by paying more or asking politely. Each step has to finish before the next one starts, which is why the order below matters more than any single deadline.
The Six Steps in Order

- Day 1: microchip, then rabies vaccine. The chip goes in first, or on the same day, because the vaccine date cannot be earlier than the chip date. A first (primary) rabies vaccination becomes valid 21 days after the course is complete. Our guide to pet microchips for international travel covers how to get the number recorded correctly.
- Day 31 or later: blood draw. A licensed vet draws blood at least 30 days after the last rabies vaccine and prepares the serum for shipping to an EU-approved laboratory.
- About Day 61: result in hand. The titer must be 0.5 IU/ml or higher, and the original lab report travels with the pet. The one-month gap is a planning assumption, not a rule, because the sample has to leave Vietnam.
- Days 61 to 151: the 90-day wait. There is no paperwork to submit to Türkiye during this period, but it is the time to choose the airline and confirm how the pet will be carried.
- Three to four weeks before the flight: book and prepare. Confirm the airline, request the appointment with the veterinary authority, print Türkiye’s certificate for each pet, and have ticks and tapeworm treated between 30 and 14 days before travel.
- Up to 2 days before: certificate signed. The veterinary authority signs Türkiye’s certificate inside this window, and the pet flies.
Rabies Titer Test for Turkey: Why the Blood Sample Sets the Pace
Steps 2 and 3 are the ones that stretch. Türkiye uses the EU’s list of approved rabies laboratories, and there is no approved lab in Vietnam, so the serum is shipped abroad and the result returns the same way. That round trip is what turns a two-line rule into a month on the calendar.
A result below 0.5 IU/ml doesn’t satisfy the rule, so the count only starts from a passing test. Your vet decides whether a booster should come before a repeat draw. The owner pays the lab fees in either case. We explain what the number means and how labs report it in our guide to the rabies titer test.
The 90-Day Wait: Which Date Does It Start From?
This is the one place where Turkish sources disagree. The regulation counts three months from the day the blood sample was taken, and regional border offices such as Trabzon and İzmir repeat that. The border office at Istanbul Airport, where flights from Vietnam land, publishes a different count: 90 days from the test result.
For a pet from Vietnam the two dates can sit weeks apart, so we schedule from the later one. The legal text behind both readings is set out in our Türkiye pet import requirements guide.
A Worked Example: A 1 March Start
Take a dog vaccinated and chipped on 1 March. Here is where each reading puts the earliest departure:
| Milestone | Date |
|---|---|
| Chip and rabies vaccine (Day 1) | 1 March |
| Vaccine valid (21 days after the course) | 22 March |
| Blood draw (Day 31) | 31 March |
| Result in hand (planning assumption) | 30 April |
| Earliest departure, counted from the draw | 30 June |
| Earliest departure, counted from the result | 29 July |
Almost four weeks separate the two answers. An owner who books a flight for 1 July follows the regulation’s text but not the count the Istanbul office publishes. An owner who books for 30 July has a flight that fits both.
The 48-Hour Certificate Window on the Vietnam Side
Türkiye’s certificate is the last document and the one with the shortest window: it has to be issued no more than two days before travel. In Vietnam it is signed by the Regional Animal Health Office that covers your departure airport, which also issues Vietnam’s own export quarantine certificate.
The office needs the export quarantine application (Form 2a) about 3 to 7 days before the flight. It scans the chip, checks the pet, issues Vietnam’s export certificate (Form 13a) and signs Türkiye’s own model alongside it. Because the Turkish certificate can only be signed inside the two-day window, book the appointment for the day before the flight or the day of it, not earlier. Our animal health certificate guide explains how the two documents relate.
If the Flight Date Moves
A titer and a rabies vaccine stay valid while the vaccine stays in date, so a delay doesn’t send a pet back to the start. The certificate is what breaks: if the flight moves by more than two days, the signed certificate no longer sits inside the window and has to be issued again.
Airline rules can also change the date. Dogs and cats with short noses are only accepted in cargo when the temperature is below 27°C at both ends of the journey, so their flight date is often set by the weather rather than by the paperwork—see our airlines that carry pets to Türkiye guide for the details.
Later Trips: Keeping the Titer Valid
The 90-day wait only applies to a pet’s first titer. If every rabies booster is given before the previous one expires, later trips to Türkiye need neither a new blood test nor a new wait. One lapse changes that: a booster given after expiry counts as a first vaccination, which brings back the blood draw and the wait. Owners who expect to travel again should put the booster expiry date in a calendar the day the certificate is signed.
Who This Guide Is For
This covers owners moving a pet dog or cat from Vietnam to Türkiye who want to plan dates before booking. It does not cover pets shipped without their owner, which add a control certificate to the calendar, or pets leaving Türkiye.
