Key Facts Before Shipping a Pet to Hong Kong

Three points decide whether, and when, your pet can move to Hong Kong.

01

Vietnam Is in Group IIIB

Hong Kong’s Agriculture, Fisheries and Conservation Department (AFCD) places Vietnam in Group IIIB. Every dog and cat stays at least 120 days in quarantine. There is no shorter route from Vietnam.

02

Cargo Only

Pets fly as manifested cargo on their own air waybill. The cabin and checked baggage are not allowed, whatever the pet’s size.

03

Apply Before You Book

AFCD must offer a quarantine space before anything is booked. The wait is about 3 months for dogs and 6 months for cats, so apply once the vaccinations are up to date.

What Your Pet Needs to Enter Hong Kong

Each item must be ready before AFCD issues the Special Permit.

Microchip and Age

A microchip that an ISO or AVID reader can scan. The pet must be at least 60 days old, and a female no more than 4 weeks pregnant.

Full Core Vaccination

Distemper, hepatitis and parvovirus for dogs; panleucopaenia and cat flu for cats. The last dose must fall 14 days to 1 year before arrival.

Rabies Vaccination

Vietnam requires it to issue the export certificate. Daisy schedules a first shot at least 30 days before the flight. Hong Kong does not ask for a titer test.

A Quarantine Space

Two government centres, in Kai Tak and Pokfulam, or the SPCA centre in Tsing Yi. Government fees are HK$90 a day for a dog and HK$46 for a cat.

Special Permit (AF240)

AFCD issues it once a space is confirmed: HK$432 for one pet, valid 6 months for one shipment. The flight is booked only after it.

Health Certificate (VC-DC3B)

Signed by a government or registered vet no more than 14 days before export, with the microchip number. Vietnam’s export certificate, Form 13a, travels with it.

Step by step

How the Move Works, in 6 Steps

Most of the time is waiting: about 3 months for a dog or 6 months for a cat to get a quarantine space, then at least 120 days inside.

01

Vaccinations

Your vet brings the core and rabies vaccines up to date and records them with the microchip number.

02

AFCD Application

You or your representative in Hong Kong sends forms AF240 and PC100 with the vaccination record. The pet joins the waiting list.

03

Space and Permit

AFCD offers a space and an import period, then issues the Special Permit. Daisy books the cargo flight inside that period.

04

Vietnam Export Documents

In the last 14 days: the health certificate, Form 13a from the animal health office, and parasite treatment as a Daisy standard.

05

Cargo Flight

The pet flies as manifested cargo. AFCD is notified at least 24 hours before landing.

06

Arrival and Quarantine

AFCD checks the documents and escorts the pet to the centre. You can visit daily, and release follows after at least 120 days.

What Most Often Delays a Move to Hong Kong

These four points cause most of the delays and extra costs on this route.

1

Booking the Flight First

The flight can only follow AFCD’s quarantine offer and the permit. A ticket bought before them usually has to be changed.

2

Planning a Cabin Trip

Pets from Vietnam cannot fly in the cabin or as checked baggage. AFCD can return a pet that breaks the permit terms, or hold it in quarantine at the owner’s cost.

3

Vaccine Dates Out of Range

A core vaccine older than 1 year, or given less than 14 days before export, fails the permit terms. A missed booster restarts the two-dose course.

4

Restricted Breeds

Pit Bull types, Tosas, Dogo Argentinos, Fila Brasileiros and their crosses are banned. A Staffordshire Bull Terrier needs a statutory declaration, and a Bengal cat needs proof of 5 domestic generations.

Welfare Standards That Apply

Applied to every pet flying the Hong Kong route.

Age and Weight Requirements Vary by Carrier

Eight weeks and fully weaned is the floor for carriage, and some airlines set it higher. Pregnant animals are not accepted.

Sedation Is Not Used

IATA and IPATA both advise against sedation, and a pet known to be sedated can be refused at the counter. Crate conditioning on a six-week schedule does that work instead.

Hong Kong Pet Shipping FAQs

Who applies to AFCD for the Special Permit?+
The owner, or a person in Hong Kong the owner authorises on Form UN110. Daisy’s partner agent in Hong Kong can act as that representative and book the quarantine space.
How long does a pet move from Vietnam to Hong Kong take?+
Plan on about 8 months for a dog and 11 months for a cat, from the application to release. Most of it is the wait for a quarantine space, then at least 120 days inside.
Do I need to be in Hong Kong when my pet arrives?+
No. Your representative notifies AFCD 24 hours ahead, meets the pet at the cargo terminal and arranges the transfer to the quarantine centre. You can register to visit later.
Can my pet fly from Da Nang?+
It depends on the flight the airline confirms. A pet from Da Nang sometimes travels to Ho Chi Minh City or Hanoi first, and may need to arrive there a few days early for the export documents.
What if my pet lived in another country before Vietnam?+
Different rules may apply. A pet that has lived at least 180 days in a Group I or Group II country can qualify for entry without quarantine, under extra conditions. Ask AFCD which group applies before you plan.
