Some countries are so strict about pet imports because one infected animal could bring rabies back after years of work to remove it. Vietnam is classed as a high-risk rabies country, so pets leaving Vietnam face the strictest set of rules. Depending on the destination, that means a blood test, a waiting period, quarantine or cargo-only travel.

Short Answer: Why Are the Rules So Strict for Pets from Vietnam?

  • What is the main reason? Rabies. It is almost always fatal once symptoms appear, and dogs cause most human cases.
  • Why Vietnam? Rabies still circulates in Vietnam, so most destinations place it in their high-risk group.
  • Which country is strictest? Australia. Pets from Vietnam cannot enter directly at all.
  • Why the long wait? The waiting period covers the time rabies can stay hidden in an animal before symptoms show.
  • How long should you allow? From a few weeks to about a year, depending on the destination.

Why Is Rabies the Main Reason for Strict Pet Import Rules?

Rabies kills an estimated 59,000 people a year worldwide, according to the World Health Organization. Dogs are the source of up to 99% of human cases. Once symptoms appear, the disease is almost always fatal.

A country that has removed rabies protects that status at the border. Bali shows why. The island was considered free of rabies until its first human rabies death in November 2008. More than 140 people had died by the time the Food and Agriculture Organization reported on the outbreak.

Rabies can also stay hidden. The incubation period, between infection and the first symptoms, is usually weeks to months. A pet can look healthy on the day it flies. This is why strict countries ask for proof of immunity and then a waiting period, rather than a single health check.

Who Classes Vietnam as a High-Risk Rabies Country?

Each destination keeps its own list. The European Union, the United Kingdom, Japan, Singapore, the United States and others classify countries separately, so Vietnam can sit in a different group in each system. In practice, most of them place Vietnam among their high-risk countries. Our guide on why high-risk rabies lists differ compares the systems.

What Does Each Strict Country Require for Pets from Vietnam?

The table compares common destinations. The titer test checks that the rabies vaccine worked; the result must reach at least 0.5 IU/ml. Read more about the rabies titer test (FAVN).

Destination Titer test Wait after the blood draw Quarantine on arrival How the pet flies
Australia Done in the approved country No direct entry: the pet must first live in an approved country At least 10 days at Mickleham, Melbourne Manifest cargo only, into Melbourne
Japan Yes, after two rabies vaccinations At least 180 days None if the wait is complete; otherwise until it is Checked baggage or cargo, depending on the airline
Taiwan Yes Blood drawn 90 days to 1 year before arrival 7 days, waived if the blood was drawn 180 or more days before arrival, the permit conditions are met and the pet lands at Taoyuan Depends on the airline
Singapore Yes Blood drawn at least 90 days and within 12 months before export 30 days at the Animal Quarantine Centre Depends on the airline
United Kingdom Yes 3 months None if all rules are met Manifest cargo only
European Union Yes 3 months None if all rules are met Cabin, checked baggage or cargo, depending on the airline
United States (dogs) Yes None: blood drawn at least 28 days before arrival Exam at a CDC-registered Animal Care Facility; 28 days without a valid result Cabin, checked baggage or cargo, through eight approved airports
South Korea Yes, valid for 24 months None None if all rules are met Depends on the airline
UAE Yes, plus an import permit None None if all rules are met Almost always cargo
Malaysia No None 7 days Flying with the owner or cargo

Rabies was found in wild ferret-badgers in Taiwan in 2013, so Taiwan is not rabies-free. It still applies strict rules to protect its pets and farm animals.

Why Do Countries Make You Wait 90 or 180 Days After the Blood Test?

A passing titer result shows that the pet responded to the vaccine. The waiting period then covers the incubation window. If the pet had been infected before vaccination, signs of rabies would appear during that time, while the pet is still in Vietnam.

The length depends on how much risk the country accepts. The European Union and the United Kingdom wait 3 months, while Japan waits about twice as long. Our guide on the science behind vaccination waiting periods explains the biology.

Why Are Island Countries the Strictest?

Islands have no land border that wild animals can cross. If an island removes rabies, the only way back in is an imported animal. Japan, the United Kingdom, Australia, Singapore and Taiwan therefore control every arrival by air or sea. For one example, see the Japan pet relocation guide.

Hong Kong follows the same logic. Pets from Vietnam serve at least 120 days of quarantine there and must travel as manifest cargo. Australia goes further and does not accept pets from Vietnam directly. They must first live in an approved country, such as Singapore, before they can fly to Melbourne. See the Australia pet relocation guide for the full route.

Why Do Some Countries Require Manifest Cargo?

Manifest cargo means the pet travels on its own air waybill and arrives at the cargo terminal, not with the passengers. The United Kingdom, Hong Kong and Australia accept pets from Vietnam only this way. The reason is control: the authority meets every animal at one point and checks it before it touches the country.

The difference between cabin, checked baggage and cargo is explained in the three ways pets fly.

Manifest cargo lets the destination authority meet every animal at one controlled point.

Is Rabies the Only Disease Strict Countries Check?

No. Rabies drives the timeline, but other rules protect people, pets and farm animals.

Arrival checks cover more than rabies: parasites, other diseases and what travels in the crate.
  • Tapeworm: dogs entering the United Kingdom need a vet treatment for Echinococcus multilocularis 24 to 120 hours before arrival (UK government guidance).
  • Other dog diseases: Australia requires dogs to be vaccinated or tested for leptospirosis, and tests dogs that are not desexed for brucellosis.
  • Parasites: many countries require recent treatment against ticks and worms, recorded on the health certificate.
  • Food: pet food containing meat can carry farm animal diseases, so some countries destroy food brought with the pet.

What Happens If a Pet Does Not Meet the Rules?

The destination’s veterinary authority decides. Depending on the country, the pet is held, quarantined at the owner’s cost, returned to Vietnam or, in a few countries, destroyed. The outcomes country by country are in what happens if a pet is denied entry.

How Long Should You Allow Before the Flight?

Plan from the destination’s rules backwards, starting with the titer test and waiting period.

  • No titer test (Thailand, the Philippines, Malaysia): a few weeks.
  • European Union and United Kingdom: about four months.
  • Japan: at least seven months, because of two vaccinations and the 180-day wait.
  • Australia: around a year, including the time in an approved country.

These periods cannot be shortened by paying more, so urgent moves to strict countries are rarely possible.

Frequently Asked Questions

Why are some countries so strict about pet imports?

Mainly to keep rabies out. Rabies kills an estimated 59,000 people a year, mostly through dog bites. Countries that have removed it, or keep it under control, check every imported pet to protect that status.

Which country is the strictest for pets from Vietnam?

Australia. Pets from Vietnam cannot fly there directly. They must first live at least 180 days in an approved country, then spend at least 10 days in quarantine at Mickleham, Melbourne.

Why does Japan make my pet wait so long?

Japan’s wait of at least 180 days counts from the day of the passing blood test. It covers the time rabies can stay hidden in an animal, so any infection would show while the pet is still in Vietnam.

Can I skip quarantine in Singapore if my pet has a titer test?

No. Every pet from Vietnam spends at least 30 days at Singapore’s Animal Quarantine Centre, even with a passing titer result.

Why must my dog fly as cargo to the United Kingdom?

The United Kingdom accepts dogs and cats from Vietnam only as manifest cargo. This lets the authority receive and check every animal at a controlled point on arrival.
