Malaysian pet passports (Kad Pengenalan Haiwan / Animal Identification Card) issued under the Department of Veterinary Services Malaysia

The Malaysian Pet Passport is the identity booklet that the Department of Veterinary Services (DVS) issues for dogs and cats. Since 1 January 2024, every dog and cat exported from Malaysia must have one. You register in person at a state DVS office or an appointed clinic, and the fee is RM7.

Quick Answers: Pet Passport Malaysia

  • What is it? A government booklet officially called the Malaysia Animal Identification Card (Pet Passport). It records the pet’s identity, owner, microchip and health records.
  • Is it mandatory? Yes, for any dog or cat leaving Malaysia. DVS checks it before the export permit is issued.
  • Can foreigners get one? Yes. Foreign residents living in Malaysia can register their dogs and cats.
  • What comes first? A microchip. DVS issues a Pet Passport only to a microchipped pet.
  • How long does it take? Usually a single visit to the registrar.

What Is the Malaysian Pet Passport?

It is a small booklet with a dark navy cover and a gold Malaysian crest. The cover reads “Kad Pengenalan Haiwan / Animal Identification Card”. Inside, it states that it is an official document of the Government of Malaysia. It holds information on the health and movement of pets.

DVS runs the passport as part of its animal identification system. It serves as proof of ownership and keeps the pet’s records in one place. The system covers dogs, cats, rabbits and horses. DVS also explains the system on its official Animal Passport portal.

Is the Pet Passport Mandatory in Malaysia?

It is mandatory when a dog or cat leaves the country. DVS confirmed this to Daisy Pet by email on 16 October 2026. The rule took effect on 1 January 2024 and applies to exports to any country.

DVS checks the information in the passport before the export permit is issued. A pet without a passport therefore cannot complete the export process.

Inside Malaysia, DVS presents the passport as an identity and ownership record. If a move abroad is possible, register well before the flight.

Can Foreign Residents Get a Malaysian Pet Passport?

Yes. DVS confirmed that foreign residents living in Malaysia can register their dogs and cats. The DVS registration system has a separate module for owners who are not Malaysian. The owner page of the booklet has a field for an identity card number or a passport number.

Bring your passport as your identity document. Malaysian owners bring their identity card.

What Do You Need Before Registering?

  • A microchip. It must be implanted before DVS issues the passport. Use an ISO microchip, the standard most destination countries read.
  • The pet itself. The registrar sees the pet at the visit.
  • Your identity document. A passport or Malaysian identity card.
  • Vaccination and health records. Bring any you have. If they are in a vaccination card from a private clinic, attach the card to the Pet Passport as a supporting document.

If the pet will travel, the usual order is microchip, then rabies vaccination, then the Pet Passport. The rabies date then appears on records that already carry the chip number.

Where Do You Register for a Pet Passport in Malaysia?

You register at one of two places:

  • A state DVS office. DVS veterinarians register pets in Peninsular Malaysia and Labuan.
  • A private clinic appointed as a registrar. These clinics register pets in Peninsular Malaysia and Sabah.

DVS publishes the full list of Pet Passport registrars (version 5.2, 13 April 2026). It names about 176 registrars in 12 states and territories. Most are in Selangor and Kuala Lumpur.

The list has no registrar in Sarawak. Owners in Sarawak should ask their state DVS office how to proceed.

How Much Does a Pet Passport Cost, and How Long Does It Take?

The passport fee is RM7 for a dog or a cat. It does not include the microchip, the vet exam or a photo.

Registration can usually be completed in a single visit, if you bring the pet and all the documents. The wait depends on how busy the office is and whether the registrar is available. Appointments and payment methods differ between DVS offices and clinics, so call ahead.

There is no self-registration online. The registrar enters your details into the DVS system during the visit. The DVS portal has a login for owners whose pets are already registered.

What Is Recorded Inside the Pet Passport?

  • Owner details: name, identity card or passport number, the registrar’s name and the clinic.
  • Pet details: name, species, breed, sex, neutering status, colour, date of birth and date of issue. The registrar signs, and the page carries the DVS stamp.
  • Pet identity: the microchip number, a barcode sticker of the chip, where the chip is implanted and an optional photo.
  • Health records: vaccinations, deworming and parasite control.

The owner page has two owner sections. The second one is for a new owner after a transfer of ownership.

How Is the Pet Passport Used When Your Pet Leaves Malaysia?

Leaving Malaysia takes two documents from two agencies. MAQIS, the Malaysian Quarantine and Inspection Services, issues the export permit. The state DVS office issues the Veterinary Health Certificate after examining the pet. DVS checks the Pet Passport before the export permit is issued. The export steps are on the DVS import and export page.

The passport does not replace the destination country’s requirements. Each country sets its own rules on microchips, rabies vaccination and permits. For example, Vietnam asks for a rabies vaccination given at least 30 days before the flight.
