Search around long enough and you’ll find someone claiming that clean paperwork can get a pet out of Sri Lanka’s quarantine requirement entirely. It can’t. The rule has no exception clause, and understanding why is more useful than hoping you’ll be the one who slips through. This is one part of Daisy Pet’s full Vietnam-to-Sri Lanka pet moving guide, covering what the 30-day quarantine actually involves.

What the Law Actually Says

Section 28 of the Animal Diseases Act No. 59 of 1992 states that every animal imported into Sri Lanka is subject to quarantine for a minimum of 30 days. Not “unless the vaccination record is complete.” Not “unless the exporting country is rabies-free.” The requirement is tied to the act of importing the animal, not to how well-prepared the paperwork is.

That distinction matters because most other requirements in Sri Lanka’s import rules — the blood tests, the parasite treatment, the vaccination schedule — exist specifically to reduce risk before the animal travels. Quarantine is different. It’s a monitoring period that runs regardless of how much risk was already reduced beforehand.

Home Quarantine, Not a Facility

Sri Lanka quarantines pets at the owner’s address, not at a government station.

Where Sri Lanka differs from countries that run government-operated quarantine stations is location: the animal stays at the owner’s own premises for the full 30 days, not at a DAPH facility. That sounds more convenient than being separated from a pet at a quarantine kennel, and for most owners it is. But it also shifts the compliance burden onto the owner rather than a facility staffed to handle it.

In practice, this means you need a confirmed, physical address in Sri Lanka before your pet ever boards a flight — not a hotel booking you plan to sort out on arrival, but a place you can name, with a phone number attached, that a government officer can visit — exactly the kind of lead time that belongs on your full prep timeline.

The Quarantine Surveillance Agreement

At the point of entry, the importer signs a Quarantine Surveillance Agreement with the Animal Quarantine Officer at Bandaranaike International Airport. This document names the exact address and phone number where the animal will spend the quarantine period — it’s the mechanism that makes home quarantine enforceable instead of just a suggestion.

Owners who show up without a settled address to put on this agreement are the ones who run into trouble at arrival, not owners with an imperfect vaccination record. The paperwork checks happen before you land; the address check happens at the airport counter.

What Officers Can Do During the 30 Days

Quarantine officers can inspect the animal at the registered address during the 30-day period.

Quarantine officers are entitled to inspect the animal at the registered address during the 30-day window. If the animal shows any signs of illness, the owner has to report it immediately — this isn’t a passive waiting period where DAPH simply trusts that everything is fine until day 30. DAPH’s guidelines also allow additional quarantine to be imposed if officers consider it necessary, so treat 30 days as the minimum rather than a fixed end date.

Where the “You Can Avoid It” Myth Comes From

Some guides to pet import elsewhere in Asia describe risk-based exemptions: complete the paperwork correctly, come from a low-risk country, and the destination shortens or waives quarantine. That pattern is real in some countries, which is exactly why owners assume it applies here too. It doesn’t. Sri Lanka’s Animal Diseases Act sets one flat rule — 30 days, home-based, no risk-tier shortcut — and nothing in DAPH’s published requirements for dogs or cats carves out an exception for animals that meet every other rule perfectly.

Practical Checklist for the 30 Days

  • Confirm your Sri Lanka address before departure — not after arrival
  • Bring the phone number for that address to sign the Quarantine Surveillance Agreement at Bandaranaike
  • Plan for the animal to stay at that address, not a temporary or shared space, for the full 30 days
  • Keep a local vet’s contact on hand in case of illness — you’re required to report it, not just treat it quietly
  • Expect a possible visit from a quarantine officer during the period

None of this makes Sri Lanka a harder destination than countries with facility-based quarantine — in some ways, staying home with your pet for 30 days beats a kennel stay. It just means the planning has to happen before the flight, not after. For other common questions about this process, see our Sri Lanka pet import FAQ.
